With his noble revolutionary spirit and concern for the country's destiny and the people's prosperity and happiness, Party General Secretary Nguyen Phu Trong emphasised many important issues in the building of socialism and premises towards socialism.

He noted that the success or failure depends firstly on the correctness of the guidelines, political courage, leadership capacity and fighting strength of the Party.

After reading General Secretary Nguyen Phu Trong's article, I felt very warm as I was given strength in performing the role of a revolutionary soldier following Marxism-Leninism towards the goal of socialism. Before analysing his article, on behalf of Lao People's Revolutionary Party (LPRP) Central Committee and Laos' National Academy of Politics and Public Administration, I would like to extend warm greetings, affection, solidarity and firm belief to the Vietnam Party Central Committee and people.

First of all, I would like to affirm that the two parties, two States and two peoples have lived, co-existed and developed together for many generations. Especially since the birth and leadership of the Communist Party of Indochina, the neighbourliness, solidarity and mutual support between the two countries have been gradually nurtured and developed to new heights. The neighbourliness has become a special, pure, faithful, durable and lively friendship of solidarity and comprehensive cooperation and a rare relationship in the world.

I firmly believe that this close relationship will grow more strong, deep, comprehensive and effective, as stated by Party General Secretary Nguyen Phu Trong during his visit to Laos in November 2016: “Promoting the priceless assets of the faithful and transparent relationship between Laos and Vietnam, making practical contributions to the solidarity and mutual support, adorning the heroic history of the two Parties, States and peoples”. His speech has added strength and faith to the Parties, States and peoples from the two countries to increasingly tighten the solidarity that will never be changed.

In addition to the article titled “A number of theoretical and practical issues on socialism and the path towards socialism in Vietnam”, we have regularly followed and read many articles, speeches and books of Party General Secretary, such as the article “For socialist orientation and the path to socialism” in 1996, the book titled “Vietnam on the path of Doi Moi (Renewal)” published in 2004, the book “Renewal in Vietnam: theory and practice” in 2015, and numerous speeches on the works of Party, cadres and anti-corruption. They have created motivation, understanding and impressions as well as a firm belief in the chosen ideal. I think that these articles, speeches and books are works with solid scientific foundations, scientific theory and vivid practice.

The article “A number of theoretical and practical issues on socialism and the path towards socialism in Vietnam” by General Secretary Nguyen Phu Trong has opened the way and gave theoretical and practical answers in building socialism currently. The four questions asked by the General Secretary (What is socialism? Why did Vietnam choose the path to socialism? How to gradually build and develop socialism? What is the significance of the practice of Doi Moi cause towards socialism in Vietnam in recent years?) have shown the science of research and the methodology for finding scientific answers.

Referring to socialism, the Party leader analysed, compared and clarified the nature of the socialist and capitalist regimes, while affirming that the “the democratic institution” following the formula of “liberal democracy” that the West tries to promote and impose on the whole world cannot guarantee that real power belongs to the people, by the people and for people. Although “freedom” and “democracy” can change the government, they cannot change the dominant forces. In fact, the tyranny of capitalist corporations is behind the multi-party system.

Both messages affirmed by the Party General Secretary reflected the true nature of capitalism. This assessment has a scientific basis, depending on Marxism-Leninism. In addition, he emphasised the aspiration and superiority of the socialist regime and firmly affirmed that we need a society in which the development is truly for the people, not the exploitation and trampling of human dignity for profits. We need the economic development, along with social progress and justice, rather than the widening gap between rich and poor and social inequality. This is an answer on socialism that the Vietnamese Party and people are moving forward on the basis of Marxism-Leninism and Ho Chi Minh's thought. That is scientific thinking.

The Party General Secretary Nguyen Phu Trong’s article reflected the work of building socialism through practice in Vietnam. With the implementation of Doi Moi (Renewal) policy over the past 35 years, Vietnam’s creative socio-economic development has resulted the continuous economic growth and brought the country out of the group of low-income ones since 2008. Vietnam’s production capacity has been improved and poverty reduction has been boosted rapidly, leading to a high increase of per capita income. The Party chief affirmed that Vietnam’s renewal achievements have proved that socialist-oriented development has not only had positive economic effects but has also solved social problems much better than capitalist countries with the same level of economic development.

General Secretary Nguyen Phu Trong affirmed that these achievements are the crystallisation of creativity and the results of a process with persistent and continuous efforts of the whole Party, people and army over many tenures. They also continue to affirm that our path to socialism is correct and consistent with objective laws, Vietnam’s practice, and the development trend of the times; the Party’s guidelines for renewal is correct and creative; and the Party’s leadership is the leading factor determining all victories of the Vietnamese revolution. The comprehensive and continuous development of Vietnam today under the banner of Marxism-Leninism, Ho Chi Minh's thought and the exemplary leadership of the Party Central Committee led by General Secretary Nguyen Phu Trong are the nucleus that has confirmed that the choice was right and suitable with its current characteristics.

In addition to proving the correctness of theory and practice, the General Secretary Nguyen Phu Trong's article affirmed the point of view in daring to look directly at the problem, daring to accept the truth to change the development suitably. In particular, it has shown that on the path to socialism that was chosen, Vietnam still faces many obstacles in both theoretical and practical aspects, including those related to the politics, economy, culture and society, especially as Vietnam is in the stage of construction and transition to socialism.

With his noble revolutionary spirit as well as the concern for the country’s destiny and people’s prosperity and happiness, Party General Secretary Nguyen Phu Trong emphasised many important issues in the method of socialism construction and the building of premises towards socialism. This confirms the nuclear role of Communist Party of Vietnam in the political system.

In short, it is possible to evaluate the article “A number of theoretical and practical issues on socialism and the path towards socialism in Vietnam” by Party chief Nguyen Phu Trong on the occasion of the 131st birthday anniversary of President Ho Chi Minh and the general election of deputies to the 15th National Assembly is a valuable article that ensures the scientific feature of Marxism-Leninism while affirming the practice and creative leadership of the Communist Party of Vietnam.

The article has been likened to a textbook of high scientific value, orienting the activities of thinkers, theorists, revolutionary soldiers, cadres and Party members in the countries following the path of socialism. It is also an important document that will be propagated and studied at the Laos’ National Academy of Politics and Administration. I firmly believe that under the leadership of Party General Secretary Nguyen Phu Trong, the profound and accurate theoretical guidance will be demonstrated in practice, leading Vietnam towards the chosen goal of socialism.
