On behalf of the congress’s presidium, National Assembly Chairwoman Nguyen Thi Kim Ngan chaired the closing session of the congress.
Nguyen Thanh Hai, member of the Congress’s Secretarial delegation, read a list of political parties, international organisations and friends who had sent congratulations to the congress.
As of January 30, the Congress received 368 congratulatory messages and letters from 167 political parties, 18 Party organisations and organs of foreign parties and countries, six regional and international organisations, 130 political, social, friendship and people’s organisations; 26 foreign diplomatic representative missions in Vietnam and 21 individuals from 93 countries.
Politburo member and head of the CPV Central Committee’s Commission for Communications and Education Vo Van Thuong reported on the results of the election of the Politburo, the Party General Secretary, the Secretariat, the Inspection Commission, and the Chairperson of the Inspection Commission in the 13th tenure.
The congress elected the 13th-tenure CPV Central Committee with 200 members, including 180 official and 20 alternate members. The 13th Party Central Committee convened its first plenum on January 31 to elect a Politburo comprising 18 members as followed: Nguyen Phu Trong, Party General Secretary in the 12th tenure and State President; Prime Minister Nguyen Xuan Phuc; Pham Minh Chinh, head of the Party Central Committee’s Organisation Commission; Vuong Dinh Hue, Secretary of the Hanoi Party Committee and head of the delegation of National Assembly deputies (14th tenure) of Hanoi; Truong Thi Mai, head of the Party Central Committee’s Mass Mobilisation Commission; Vo Van Thuong, head of the Party Central Committee’s Commission for Communications and Education; Pham Binh Minh, Deputy Prime Minister and Foreign Minister; Nguyen Van Nen, Secretary of the Ho Chi Minh City Party Committee; To Lam, Minister of Public Security; Phan Dinh Trac, head of the Party Central Committee’s Commission for Internal Affairs; Tran Cam Tu, Chairman of the Party Central Committee’s Inspection Commission in the 12th tenure; Phan Van Giang, Chief of the General Staff of the Vietnam People’s Army and Deputy Minister of National Defence; Nguyen Hoa Binh, Chief Justice of the Supreme People’s Court; Tran Thanh Man, President of the Vietnam Fatherland Front Central Committee; Nguyen Xuan Thang, Director of the Ho Chi Minh National Academy of Politics and Chairman of the Central Theoretical Council; Luong Cuong, Chairman of the General Department of Politics under the Vietnam People’s Army; Tran Tuan Anh, Minister of Industry and Trade and deputy head of the Party Central Committee’s Economic Commission; and Dinh Tien Dung, Minister of Finance.
Also at the plenum, General Secretary of the CPV Central Committee in the 12th tenure Nguyen Phu Trong was re-elected as General Secretary of the CPV Central Committee in the 13th tenure.
The 13th Party Central Committee’s Secretariat comprised of a number of Politburo members assigned by the Politburo, along with five members elected at the first plenum, including Le Minh Hung, Chief of Office of the CPV Central Committee; Nguyen Trong Nghia, Deputy Chairman of the General Department of Politics of the Vietnam People’s Army; Do Van Chien, Minister-Chairman of the Government’s Committee for Ethnic Affairs; Bui Thi Minh Hoai, Standing Deputy Chairwoman of the Party Central Committee’s Inspection Commission; and Le Minh Khai, Inspector General of the Government Inspectorate.
The new Party Central Committee’s Inspection Commission has 19 members, with Tran Cam Tu re-elected as its head.

On behalf of the 13th Party Central Committee, General Secretary and State President Nguyen Phu Trong thanked the congress delegates for trusting and electing them to the supreme leading organ of the Party.
He emphasised that the 13th-tenure Party Central Committee pledges to exert utmost efforts to surmount every difficulty to fulfil duties, uphold traditions and the obtained revolutionary achievements, join the entire Party and people to bring into play their glorious traditions and valuable experiences, enhance solidarity and unanimity, promote the consistency between thought and action, continually make self-improvement of revolutionary virtues and ethics to unceasingly strengthen their political mettle and work capacity, and be determined to successfully implement the 13th National Party Congress’s resolution and meet the revolutionary cause’s requirements in the new period along with aspirations of the entire Party, people, and army.
He also expressed his wish to continue receiving precious assistance and support from veteran revolutionaries; former Party, State, and Vietnam Fatherland Front leaders; socio-political and mass organisations; agencies, ministries, and sectors from the central to local levels; the entire people in the country, as well as overseas compatriots and international friends so that the 13th-tenure Party Central Committee can gain more strength to fulfil the assigned tasks.
At the closing session, Le Minh Hung, Secretary of the 13th Party Central Committee, Chief of the Party Central Committee’s Office, and head of the note-takers’ board, read the congress’s draft resolution.
The congress then adopted the resolution.
The resolution stated that the congress agreed on the basic assessments of the implementation outcomes of the 12th National Party Congress’s resolution, the 1991 Platform on National Construction during the Transitional Period towards Socialism that was supplemented and developed in 2011, the 2011-2020 socio-economic development strategy, the 1991 Platform, the 35 years of “Doi moi” (Renewal) policy, along with national development orientations and tasks for the time ahead as noted in the documents submitted by the 12th-tenure Party Central Committee to the 13th congress.
The resolution said the achievements during the 35 years of “Doi moi” and 30 years of implementing the 1991 Platform, especially the 10 years of the Platform supplemented and developed in 2011, have continued to affirm that the path to socialism in Vietnam matches the reality in the country and the development trend of the era, and that the Party’s clear-sighted leadership is the leading factor determining the success of Vietnam’s revolution.
Amid fast and complicated developments in the global situation, the Party’s Platform remains “the flag of ideology, the flag of combat, the flag gathering the great national solidarity” for the goal of rich people, strong nation and an equitable, democratic, and civilised nation.
The resolution underlined the overall goals and concrete targets for 2025, 2030, and 2045; and identified major socio-economic development targets for 2021- 2025, orientations for national development for 2021-2030, and the six key tasks for the 13th tenure. It also highlighted three strategic breakthroughs.
Party General Secretary Nguyen Phu Trong delivered the closing speech that reviewed the outstanding results and successes of the 13th National Party Congress.
In particular, the congress asserted that the Party will stay persistent in the Marxism - Leninism and Ho Chi Minh’s ideology, continually apply and develop them in a creative manner that matches the reality in Vietnam in each period. It will also keep steadfast in the goal of national independence and socialism, and the “Doi moi” policy for the goal of rich people, strong nation and an equitable, democratic, and civilised nation.
The congress also stressed that the Party must enhance Party building and rectification work to a strong and clean Party and political system, push ahead with improving its mettle and leadership and ruling capacity in making and carrying out guidelines and policies in a way that match the reality in Vietnam and the development trend of the era.
The congress also pointed to the need to take timely action to institutionalise, concretise, and effectively implement the Party’s guidelines and the State’s policies and laws, while addressing shortcomings in the leadership, direction, and organisation of implementation.
The Party and State leader appealed to the entire Party, people, and army, along with compatriots both at home and aboard to make all-out efforts to successfully carry out the 13th Congress’s resolution.
