Efforts to bring OCOP products to consumers

In the One Commune One Product (OCOP) Programme, the Hanoi's agriculture sector has classified 301 products meeting the three-star, four-star and five-star standards; that are recognized by consumers and are satisfied with their quality. By the end of 2020, Hanoi strives to evaluate and rank from 800 to 1,000 OCOP products.

According to the Director of the municipal Department of Agriculture and Rural Development Chu Phu My, the OCOP programme has created an equal "playing field", healthy competition among producers, promoting the potential values of craft villages and regional specialties. The programme helped to bring many good quality products to consumers, practically contributing to the implementation of the National Target Programme on building new-style rural areas. Sharing more about this issue, many opinions said that OCOP products, with certified on production standards, are one of the strengths of Hanoi agriculture, bringing economic value. Typical examples are rice noodle of Minh Duong Food Joint Stock Company in Hoai Duc district; yellow flower sticky rice of Tam Hung Agricultural Cooperative (Thanh Oai district); organic rice of Dong Phu Organic Agricultural Cooperative (Chuong My district); Baby Leaf Peas, Red radish sprouts of Thanh Ha Agricultural Service and Production Cooperative (Thuong Tin district); Phu Dong yogurt with sugar of Phu Dong Dairy Farming Cooperative (Gia Lam district); Enokitake of Thanh Cao Kinoko Import Export Co., Ltd (My Duc district); Chicken eggs of Ba Huan Hanoi Joint Stock Company (Phuc Tho district); and Bio-pork from Dong Tam Livestock and Service Cooperative (Quoc Oai district).

At the beginning of August, in Ba Vi district, a conference on evaluation and classification of OCOP products was organised. Accordingly, 38 products in Hanoi were given four stars. In which, a number of products given four-star rating, with high scores are: Golden Cow Colostrum Milk Cake, Golden Goat Colostrum Milk Cake and Phytosterol-supplemented fresh milk of Ba Vi Milk Cake Joint Stock Company; Nui Tan apricot wine of Nui Tan Wines Joint Stock Company; Cordyceps pork rolls, vegan cha com (mainly made of com (young sticky rice flakes), mushroom pork rolls of To Tam Chay business household. According to the representative of Hanoi Office of New Rural Development Programme Coordination, Ba Vi is a district with many advantages on agricultural production with many typical agricultural products, the OCOP Programme is the driving force to raise the brand of products, contributing to socio-economic development and improving people's lives in the district. In fact, OCOP participants have opportunities to learn, consolidate and improve knowledge and more understand about the law in the field of production and business; openly exchange and share with partners and state management agencies. This is a "golden opportunity" for craft villages and agricultural production establishments to exploit their full potential and elite. At the same time, the programme contributes to create jobs and stable incomes for people in rural areas. Among more than 300 craft villages and traditional craft villages recognised by the Hanoi municipal People's Committee, many handicraft products and handicrafts have been exported to international markets. The city currently has 1,138 agricultural cooperatives, 2,912 farms; 164 models of high-tech application, 141 models of chain link in agriculture; More than 2,300 agricultural products tagged with the QR Code.

In addition to the advantages, according to the Director of Hanoi Department for Agriculture and Rural Development Nguyen Van Chi, the development of OCOP products still faces many difficulties and limitations. In particular, products are also produced on a small and retail scale; Some key products of the locality have not built their brands; consumption is mainly in rudimentary form, the content of science and technology in the product is low, the added value is not high when being put on the market. Although many products with good quality before participating in the contests, the supporting documents were not complete as required. For example: Lack of production plan, business, environmental protection, proof of origin; contract of product consumption with dealers, certificate of qualified production facility, website; brand, packaging has not caught the eye of potential customers. In which, it is worth noting that the product is still sketchy and has not yet linked with the local history and traditional culture. Authorities at all levels from cities, districts, towns and consulting units have only focused on supporting the subjects in completing the proofing procedures, upgrading product quality, and having no policy to support the subjects who have star products after the contest. There are no general instructions on the use of labels printed on OCOP's packaging, so it is difficult for consumers to recognise the brand.

Therefore, in order to achieve higher results in the coming time, it is necessary to well implement some of the following solutions: continuing to promote the communication, create conditions and motivations for producers to invest and develop local advantages to have products participating in OCOP. It is necessary to strengthen trade promotion activities to bring OCOP products into supermarkets, safe agricultural products shops, handicraft shops, and OCOP product introduction points, electronic trading floors, and online sales. It is necessary to make OCOP products become a strong brand interested and used by many domestic and international consumers. It is necessary to develop a project to implement the central model of creative design to introduce and promote OCOP products associated with national ecotourism in Hanoi. Meanwhile, it necessary to upgrade the software of the city's food traceability system for agricultural and forest products (hn.check.net.vn), the "nongthonmoihanoi.gov.vn" – the website for State management and demand-supply connectivity related to Hanoi's OCOP products. It is necessary to issue the guidance on management and use of OCOP certification marks, star rating on stamps, packages, and labels of products recognized with three or more stars of Hanoi city to facilitate management and identification of OCOP products.

On the basis of evaluating the results of the implementation of the program in the 2018-2020 period, Hanoi requested the Ministry of Agriculture and Rural Development to coordinate with ministries and branches in reviewing, adjusting and advising the Government to promulgate guiding documents and directions to implement the OCOP Programme's tasks in the next time. Meanwhile, it is necessary to soon have documents to guide and direct the provinces and centrally-run cities across the country to conduct an overall survey and assessment of six OCOP product groups this year to serve as a basis for building implementation plans for the period of 2021 - 2025.
