After hearing the reports by ministries and branches, statements of relevant agencies, and opinions of Deputy PMs Le Minh Khai and Le Van Thanh, the Government leader requested the strict observance of directions and conclusions of the Party Central Committee’s Secretariat, the Government’s Standing Board, and the PM, with the goal of tackling all shortcomings and difficulties in order to promptly put the project into operation and avoid wasting the State resources.
Among the recommendations proposed by the Vietnam National Oil and Gas Group (PVN), four of which are under PVN’s authority, PM Chinh asked the Committee for Management of State Capital at Enterprises (CMSC) to direct PVN to deal with those recommendations in accordance with its competence and take responsibility for their own decisions.
With regards to the next three suggestions (on revocation of EPC contract advance, fines for breach of contract, and general contractor’s equipment management and procurement costs), he urged for the clarification of the political, legal and practical bases as well as necessary financial resources, on which to put forward solutions in line with levels’ competence.
Specific obstacles should be addressed on the basis of some peculiar mechanisms proposed by PVN to competent authorities, or a specific financial package considered and approved by competent authorities, the PM said.

He stressed the need to carefully analyse both the strong and weak points of these two options, and clearly determine which one is favoured by PVN.
In particular, PM Chinh requested attention paid to settling difficulties caused by the project’s impact for employees, asking PVN to immediately resolve relevant financial policies as prescribed from legal sources, whilst researching and proposing radical solutions during project implementation in the long term.
Regarding the organisation of implementation, he suggested setting up a special working group if necessary, assigning Deputy PM Le Van Thanh to handle the project’s problems and obstacles in a direct, timely and effective manner, and report the contents beyond his authority to the PM for consideration and decision.
PM Chinh emphasised the stance of protecting those who dare to think, to do and to take responsibility, while leaving no room for personal motives, bad purposes, corruption or negative acts during the resolution of issues related to the project.
