PM’s special working group established to address bottlenecks in investment projects

Prime Minister Pham Minh Chinh has just signed Decision 1242/QD-TTg to establish the PM’s Special Working Group on reviewing and removing difficulties and obstacles, and promoting the implementation of investment projects in ministries, branches and localities on the basis of their organisational structure.

The working group also includes Minister of Planning and Investment Nguyen Chi Dung as Permanent Deputy Head; Deputy Minister of Planning and Investment and Deputy Minister of Justice as Deputy Heads.

The working group is responsible for reviewing and synthesising difficulties and obstacles in the process of implementing investment projects in ministries, branches and localities; explaining and guiding the consistent implementation of the provisions of the law on investment and related regulations in order to address bottlenecks and promote the implementation of investment projects in accordance with law.

In addition, the group is tasked to help the PM direct and coordinate activities among ministries, branches and localities to solve problems arising during the implementation of investment projects; propose the means of handling problems within the scope of the functions of the competent authorities; urge and supervise the process of solving difficulties and problems falling under the competence of ministries, branches and localities.

Projects within the scope of the working group include public investment projects (including ODA projects and concessional loans from foreign donors); business investment projects (including domestic investment projects and foreign direct investment - FDI projects); and investment projects under the mode of public-private partnership (PPP).
