Hung Yen mobilises investment resources to develop transport infrastructure

With the rapid development of the economy in the province and the region, Hung Yen province has determined that "transport must be one step ahead", therefore it is necessary to mobilise investment resources to develop the transport infrastructure in order to connect better the provincial transport network with the national transport system. It is necessary to improve the capacity of many roads, creating a driving force to promote the development of industrial zones and urban areas in the province.

Implementing the traffic development programme for the 2016-2020 period, Hung Yen province has invested in developing a synchronous transport system, with more than 1,372 kilometres of roads of all kinds being upgraded, expanded and built, contributing to ensuring continuity and linkage between modes of transport.

The 19th congress of the Hung Yen Provincial Party Committee determined that in the 2020-2025 term, Hung Yen province will focus all its resources on building infrastructure, focusing on traffic, with the following objectives: complete investment as per the planning, including key traffic works that are a driving force for economic development; projects to increase connectivity with Hanoi, Hai Duong, Bac Ninh, Thai Binh and other provinces in the region.

The province will also focus on developing urban traffic and rural traffic to form a complete, continuous and smooth traffic network; developing safe and convenient transportation; restrain and move towards reducing traffic accidents and protecting traffic infrastructure; and improve the capacity and efficiency of state management of traffic and transport.

In order to accomplish the above goals, Hung Yen province is implementing the following tasks and solutions: Reviewing, adjusting and supplementing the plan to develop an integrated transport network in the Hung Yen Provincial Plan for the period 2021-2030, with a vision to 2050.

At the same time, the province will plan and upgrade a number of provincial roads to national highways; some district to provincial roads; some commune to district roads.

The province will also review, adjust and supplement the transport development planning in accordance with the transport planning and strategy approved by the Prime Minister, meeting the actual development requirements of the province, ensuring a continuous connection with various types of transport services in the Northern key economic region; especially, prioritizing the connection of waterway transport with road and rail transport through the system of ports, inland waterway terminals, railway stations, Inland Container Depots (ICD) and Logistics centres in the province.

The province will promote the mobilsation of investment resources for the rapid and synchronous development of traffic and transportation. Meanwhile, in order to create a breakthrough in mobilising capital for the development of transport infrastructure, the province will research, develop and issue specific mechanisms and policies to create favourable conditions to strongly attract resources and encourage economic sectors to invest in the construction of traffic infrastructure according to the planning, especially attracting investment in the form of public-private partnerships for the key transport projects of the province.

The province will step up the mobilization of targeted funding sources, government bonds, ODA loans and other capital sources.

At the same time, the province will speed up site clearance, strengthen investment management to allocate capital to implement the project to ensure progress and no outstanding debt in capital construction; prioritise the arrangement of the province's reciprocal capital for projects implemented under programmes of loans and capital support from the central government and ODA.

There will be specific mechanisms to encourage investment in a number of main traffic routes to facilitate the formation and development of new urban centers in the districts of Van Giang, Van Lam, My Hao town and Hung Yen city.

The People's Council of Hung Yen province has passed a Resolution approving the investment policy for four important road projects, with total investment capital of more than VND3.2 trillion , including: a project of upgrading and expanding the Ha Noi- Hung Yen inter-provincial road, the section passing through Hung Yen province; the project to build a road connecting the Hanoi - Hai Phong expressway with the Cau Gie - Ninh Binh expressway; the road project connecting the DH 45 road in Dong Than commune with the DT 376 road in Ngoc Long commune in Yen My district; the project of a horizontal trunk road connecting National Highway 39 with DT376 road.

The province will speed up the construction progress of ongoing transport infrastructure construction projects; encourage organisations and individuals to invest in developing the transport force: from vehicles, training people, bus station system, inland waterway port, ICD, and Logistics centre.

The province will focus on the sustainable development of traffic and transportation associated with ensuring traffic order and safety and protecting the environment; The development of the transport infrastructure must be associated with strengthening the management and maintenance of the overall system, ensuring the maintenance of technical standards of traffic work and not letting road works deteriorate causing traffic unsafety.
