"Vietnamese people give priority to using Vietnamese goods" campaign strengthened in the new situation

Deputy Prime Minister Le Van Thanh has signed and promulgated Directive 28/CT-TTg of the Prime Minister on strengthening the implementation of the campaign "Vietnamese people give priority to using Vietnamese goods" in the new situation.

The Directive clearly states that, after 10 years of implementing the "Vietnamese people give priority to using Vietnamese goods" campaign, important results have been achieved: promoting patriotism, building a consumer culture of Vietnamese people, and promoting the development of domestic production.

The campaign has been identified by the Party Central Committee's Secretariat as one of the necessary and important solutions to carry out the country's socio-economic development tasks. The campaign was an apt policy with profound meaning, making an important contribution to stabilising the macro-economy, ensuring consumer demand, social security and the country's rapid and sustainable development over the past time. The share of consumption of goods and services produced by Vietnamese people has been increased, actively supporting the development of the domestic market in a sustainable way.

In order to effectively implement Directive No. 03-CT/TW of the Party Central Committee's Secretariat, dated May 19, 2021, on strengthening the leadership of the Party for the campaign "Vietnamese people give priority to using Vietnamese goods" in the new situation and overcoming limitations to strengthen the implementation of the campaign in the coming time.

In the context that the country continues to integrate deeply with the world economy, the fourth industrial revolution is taking place especially strongly, and the economy is being affected by the COVID-19 epidemic, the Prime Minister has requested that ministries, ministerial-level agencies, agencies attached to the Government, other central agencies, and People's Committees of provinces and centrally-run cities "thoroughly grasp and organise the implementation of Directive No. 03-CT/TW".

The Prime Minister requested the Ministry of Industry and Trade to organise the effective implementation of the domestic trade development strategy for the period to 2030, with a vision to 2045 according to the Prime Minister’s Decision No. 1163/QD-TTg, dated July 13, 2021, and the Project on Domestic Market Development in association with the campaign "Vietnamese people give priority to using Vietnamese goods" for the period of 2021-2025 under the Prime Minister’s Decision No. 386/QD-TTg.

Accordingly, it is necessary to effectively implement programmes and projects to promote trade promotion, develop supporting industries, and enhance the application of science and technology to improve productivity and competitiveness for Vietnamese enterprises; support Vietnamese enterprises in digital transformation through e-commerce applications to expand the market by modern distribution channels, combined with electronic payment and modern transportation; guide and support Vietnamese enterprises, especially small and medium enterprises, to participate in domestic and foreign product distribution chains; support the building of national brands for high-quality Vietnamese products and services trusted by consumers in line with international commitments and new-generation Free Trade Agreements; promote circulation and synchronously and flexibly deploy solutions to stimulate consumption of Vietnamese goods; establish a mechanism to regulate, circulate and distribute goods in order to ensure the supply of essential goods to serve people's needs in the context of the Covid-19 epidemic.

It is necessary to research and propose policies to develop an appropriate range of commercial infrastructure, with a harmonious combination between traditional commercial infrastructure and modern commercial infrastructure for Vietnamese goods; to continue to effectively implement solutions and initiatives to connect supply and demand; encourage localities, manufacturing and distribution enterprises to establish a system of sustainable Vietnamese selling points with the name "Proud of Vietnamese goods", "Essence of Vietnamese goods", especially in areas densely populated areas, industrial parks, rural areas, remote and border areas, islands.

It is necessary to regularly and promptly update and announce the List of domestically produced machinery, equipment, supplies and raw materials within the scope and fields of the Ministry of Industry and Trade's management in order to serve organisations and individuals; and provide official information on market developments and prices of essential commodities, especially domestically produced goods, via mass media.

The Ministry of Information and Communications is responsible for presiding over and coordinating with the Party Central Committee's Commission for Communications and Education, the Steering Committee for the campaign and relevant agencies to direct the media and press agencies to develop regular programmes and categories to promote Vietnamese products and goods; and provide timely, accurate and objective information on the implementation of the campaign of all sectors and levels.

It is necessary to preside over and coordinate with related units to organise the annual "Make in Vietnam" programme to promote the prioritization of the use of information technology products and service Vietnamese brand; and support and create markets for investment and procurement of information technology products and services for Vietnamese enterprises, contributing to building, protecting and developing Vietnamese brands in information technology.

The Ministry of Science and Technology is required to strengthen survey and quality inspection in order to detect and promptly handle fraudulent acts in terms of measurement and quality, contributing to ensuring the legitimate interests of enterprises as well as consumers, while ensuring control and preventing imported goods that do not meet the requirements on measurement and quality or pose a risk of harm to public health and the environment, and contributing to stabilising the domestic market.

The Ministry of Finance needs to review and propose solutions to submit to competent authorities for approval to ensure the interests of Vietnamese enterprises in financial and tax policies. It is necessary to guide, urge, inspect and supervise the implementation of the provisions of law on procurement of assets and goods by agencies and units from the state budget, ensuring to meeting requirements of the campaign.

The Ministry of Education and Training needs to integrate the content of the campaign into the main curriculum, through experiential activities, educational activities of the high school level, and activities outside of class time for universities and pedagogical colleges, with content, duration and form suitable for each target group.
