Vietnam to assess informal economic sector

The General Statistics Office (GSO) has submitted a scheme to the Prime Minister to study the unobserved economic sector to fully reflect the size of the economy in accordance with international standards.

The scheme also aims to develop a methodology for evaluating undocumented economic activities, while learning from international experience on collecting data and appraising the unofficial economy and developing a plan for gathering information on the assessment of Vietnam's shadow economy.

According to the scheme, the GSO will study the methodology and conduct a trial evaluation of the production results of unobserved economic activities in Vietnam in 2018.

From 2019 onwards, the GSO will work to complete the methodology, while compiling statistics on the underground activities and calculating the shadow economic sector’s contribution to the national GDP and gross regional output in centrally-run provinces and cities.

According to the GSO statistics, the informal sector was estimated to make up 14.34% of the national GDP in 2015, while household economic activities for self-consumption and accumulation occupied 2.09% of the GDP.

In addition, the GSO is reviewing the economic activities omitted from official data because of missing information and the agency will adjust the GDP scale based on the supplemented results of the next surveys.
