PM urges removal of obstacles to construction projects

Prime Minister Nguyen Xuan Phuc has called for focused efforts to remove all legal and institutional obstacles that are slowing the progress of construction projects in Vietnam.

He listed the cumbersome procedures and the indifference and irresponsibility of a number of agencies and their staff as the problems in need of resolution.

The Government leader made the request while chairing a conference on construction investment on April 20.

He pointed out that Vietnam’s current legal system is overlapping, complicated and inconsistent, while administrative discipline is loose, which is hindering many construction projects.

For regulations under the jurisdiction of the National Assembly, PM Phuc urged the relevant agencies to make revision proposals to the parliament, while the issues concerning the ministries and local authorities should be amended immediately.

He noted that the civil servants’ attitude towards the people and enterprises needs to be improved and called for punitive measures on those who delay dealing with construction dossiers.

At the conference, the PM also pointed out a number of other serious problems such as wastefulness in state-funded projects and rampant corruption in many stages of a project.

In addition, he emphasised that openness and transparency in construction investment are highly important.
