The official made the announcement at a workshop held by the Health Ministry (MOH) in Hanoi on April 26, aiming to collect ideas for the draft decree on amending a number of regulations related to business and investment conditions within the MOH’s state management scope.
At the event, the MOH proposed the reduction of business conditions following the principles of eliminating any redundant conditions which have no impact on the quality of professional services; which are qualitative and sensory, and cannot be specifically measured, causing ambiguity; which must be satisfied as a matter of fact once operational (concerning power, water, light); and which have already been stipulated at a higher level, but still exist at a low level; and maximally shifting the management method from pre-inspection to post-inspection.
Currently, the MOH is still reviewing and abolishing the decrees and circulars stipulating the unnecessary business conditions. It has also drafted a decree on revising a number of regulations related to business and investment conditions within the scope of its state management. The content of this draft decree has already been published on the ministry’s web portal to collect contributory opinions.
The MOH’s leaders also said that concerning the group of business conditions proposed for abolition, which are currently being stipulated in laws and ordinances, the ministry will recommend that the Government report to the National Assembly on the acceleration of the progress of considering and revising those documents.
