Deputy PM Hue urges for facilitating administrative reform

Deputy Prime Minister Vuong Dinh Hue chaired a working session of the National Steering Committee on National Single Window (NSW), ASEAN Single Window (ASW) and Trade Facilitation (Committee 1899) on February 19, reviewing the committee’s operation in 2018 and discussing the direction for the 2019 tasks.

Reports at the meeting showed that, in 2018, there were 13 ministries and relevant departments nationwide that finished the integration of 173 administrative procedures into the NSW (reaching 97% of the target under Resolution No. 19/2018/NQ-CP), while settling 1.9 million records for about 27,000 businesses.

According to Decision No. 1254/QĐ-TTg dated September 26, 2018, the Prime Minister continued to assign the ministries and branches concerned to deploy 138 new administrative procedures in the NSW. By the end of 2018, they completed 106 procedures, accounting for 77% of the target.

In addition to jointly implementing administrative procedures under the NSW at seaports and inland waterways, the system has been also applied at international airports across the country. According to Deputy Minister of Finance Vu Thi Mai, in general, the related ministries and sectors showed positive changes in NSW implementation. In the last five months in 2018, around 100 new procedures were implemented, continuing to bring benefits to people and businesses.

The Ministries of Transport, Industry and Trade and Natural Resources and Environment, as well as the State Bank, have made great efforts in implementing administrative procedures in NSW and achieved positive results. In particular, the Ministry of Transport and the State Bank have completed 100% of the plan, Mai revealed.

Speaking at the meeting, Deputy PM Hue, who is also Chairman of Committee 1899, praised the ministries and agencies’ efforts in achieving the targets set in 2018 to have a radical change in the implementation of NSW, ASW and trade facilitation.

However, he also pointed to issues related to administrative deployments that have not met the requirements of the Prime Minister, stressing that they need to be addressed in order to contribute to the nation's breakthrough and development in 2019.

Hue asked the committee and the relevant agencies to pay attention to enforcement issues to improve on business conditions and specialised inspection procedures more substantially, thus effectively serving businesses in import and export activities and satisfying businesses.

In 2019, the focus will be on quality, he suggested, adding that it must take into account human resources, processes, procedures, technologies and infrastructure to meet the requirements of long-term development, connecting Vietnam with ASEAN and the international arena.
