The minister was speaking at the opening session of the Vietnam Reform and Development Forum (VRDF) 2019 held on September 19 in Hanoi.
He said that the government is introducing and revising many policies to build and promote the innovation, start-up and digital transformation ecosystem.
In his remarks, Minister Dung stated that Vietnam wishes to learn from global experiences and listen to the advice and recommendations of experts and scholars for the specific conditions of Vietnam.
Reviewing the economic achievements that Vietnam has recorded, he noted that the country is still facing a great deal of difficulties and challenges.
Vietnam is currently a low middle-income country with low labour productivity and competitiveness, said Dung, adding that there remain some flaws in the Vietnamese economy that need to be dealt with in order to enhance resources usage efficiency and development sustainability.
He stated that amid growing global competition, avoiding the middle-income trap is a major challenge to many developing economies, including Vietnam.
The foremost goal of VRDF 2019 is providing inputs for the compilation of a number of documents for the upcoming 13th National Party Congress, the national development strategy for the 2021-2030 period and the socio-economic development plan for the 2021-2025 period.
The VRDF was first held in 2018 as a succession to the previous Vietnam Development Forum, but has expanded to include both reform and development issues with a broader participation of policy-makers, development partners, experts and the private sector.
