Investment of two combined gas turbine power plants approved

The Prime Minister has just approved the investment policy for two projects, namely the Dung Quat 1 and 3 combined gas turbine plants, with a capacity of 750 MW each.

Work on Dung Quat 1 is scheduled to begin in January 2021 with commercial operations to commence in December 2023, with an estimated cost of VND18.67 trillion (about US$804.8 million).

Meanwhile, construction of Dung Quat 3, with at an estimated investment of VND17.54 trillion (US$756.1 million), will begin in January 2022 and will go on stream in December 2024. Vietnam Electricity (EVN) will borrow 80% of the amount required for the plants.

The Prime Minister has assigned the Ministry of Industry and Trade to direct investors to implement the upstream project to clarify the gas composition and gas parameters to ensure the progress and efficiency of investment of the Blue Whale gas project, at the same time, inspecting, supervising and directing EVN in selecting the unit configuration to ensure the capacity and investment efficiency.

The Ministry of Natural Resources and Environment shall support and guide the People's Committee of Quang Ngai Province in assigning land, land lease, permission for change of land use purpose to implement two projects to ensure compliance with land use planning and plans that have already approved by competent authorities according to regulations; as well as to support and guide EVN in completing documents and implementing procedures for environmental impact assessment of the two projects as prescribed.

The Prime Minister asked the Quang Ngai Provincial People's Committee to be responsible for the content of project file appraisal, and to inspect the financial capacity of the investor.

EVN is responsible for the information and data reported in the project file, the efficiency of project investment, the efficiency of using, preserving and developing the state capital; as well as for organising implementation and project management in accordance with the law.
