The PM presided over a conference, held in Hanoi on November 18, to review the five-year implementation of the Politburo's Resolution 30-NQ/TW on re-arranging, innovating, developing and improving the operational efficiency of agro-forestry companies (AFCs).

As of June 30, 2019, 160 out of 256 AFCs had completed re-arrangement, accounting for 62.5%, with many of them recording changes in terms of organisational management and corporate governance in post-rearrangement. Currently, there are 69 AFCs are carrying out re-arrangements in 2019, accounting for 26.95% of the total.

As agricultural and forestry land accounting for 10% of the country's total agricultural land area, with 1.8 million ha, PM Phuc stated that agricultural and forestry farms, under the direction of the relevant authorities and functional agencies, especially the Ministry of Agriculture and Rural Development, have to wake up, arouse and bring into play the existing potentials and strengths in land resources, from which to lead the Vietnamese agricultural development, improve the lives of farmers and ethnic minorities and contribute to preserving social security and order in the border areas.

In order to boost the development of AFCs in a truly sustainable and effective manner, PM Phuc suggested that there must be open mechanisms as well as strict and effective management solutions for land, forest and human resources, with the focus on effective use of land and forest resources, paying special attention to creating jobs and ensuring livelihoods for local people, especially ethnic minorities.

The cabinet leader also asked for well settlement of resettlement issue associated with good land management and good use, protection and development of forests.

It is also necessary to attract more investment to accelerate formation of large-scale concentrated agro-forestry production areas, with intensive farming and application of high technologies associated with processing industry.

The PM requested to complete the rearrangement of all AFCs by 2020, focusing on boosting the rearrangement, innovation and development to improve the operational efficiency of AFCs in accordance with Resolution 30.

It is crucial to review and improve the system of relevant laws and regulations on rearranging and renewing AFCs, while promulgating a selection of specific mechanisms and policies to promote the early completion of rearrangement and renewal of coffee, rubber and forestry corporations, PM Phuc added.
