Several localities have applied rigid and even extreme measures that have affected production and business activities, causing an increased risk of disrupting supply chains and large-scale production.

The statement was released in Prime Minister’s Telegram No. 789/CD-TTg on the application of COVID-19 epidemic prevention and control measures and economic development to realise the "dual goal".

The Telegram was sent to chairmen of People’s Committees of centrally-run provinces and cities; ministers; and heads of ministerial-level agencies and agencies attached to the Government.

The Prime Minister requested the ministers, heads of ministerial-level agencies and agencies attached to the Government, and the People’s Committees of centrally-run provinces and cities to continue to thoroughly grasp and effectively deploy the directives on epidemic prevention and control as well as implement the “dual goal” set in the telegram from the standing member of the Secretariat on April 27, 2021; the directions of the Government, the Prime Minister and the National Steering Committee for COVID-19 Prevention and Control; and the guidance of the Ministry of Health.

Chairmen of People's Committees of centrally-run provinces and cities to discuss and reach agreements with relevant localities to unify the application of measures in the management of transport activities (including the transport of passengers, workers, goods and production materials) to control the disease transmission but not to “block transport and ban trade”.

Local leaders direct the implementation of mandatory medical declaration for all participants in transport of goods and supplies and equipment for epidemic prevention and control, production and business along with employees in industrial parks, factories and enterprises

The Ministry of Transport was asked to host and coordinate with Ministry of Health, Ministry of Public Security and Ministry of Industry and Trade to review transport activities to and from epidemic-hit areas as well as promptly correct excessive measures causing transport congestion and negatively affecting production and business activities.

The Ministry of Industry and Trade needs to direct, guide and create favourable conditions for trade, consumption and supply of goods among epidemic-hit localities and others.

The Ministry of Health must review, inspect, encourage and rectify the application of medical isolation measures against people from epidemic-affected areas in certain localities.

Ministries and agencies should promptly remove difficulties for localities, especially key ones, while making their best efforts to fulfil the socio-economic development tasks in 2021.
