Continuing the strong development

of Vietnam’s relations with
Cuba, Argentina and Uruguay

National Assembly Chairman Vuong Dinh Hue is paying an official visit to Cuba, Argentina and Uruguay from April 18 to 28 at the invitation of President of the Cuban National Assembly Esteban Lazo Hernandez, President of the Argentine Chamber of Deputies Cecillia Moreau and President of the Senate of Uruguay Beatriz Argimon Cedeira. 

The visit aims to consolidate and strengthen Vietnam’s relations with Cuba, Argentina and Uruguay in all aspects, thereby deepening the relations of traditional friendship, special solidarity, comprehensive partnership and multifaceted cooperation with friends and partners in Latin America more substantively. 

The visit comes at a time when Vietnam and Cuba are marking many great revolutionary events, Vietnam and Argentina are celebrating 50 years of diplomatic ties, and Vietnam and Uruguay are celebrating 30 years of diplomatic ties.

Further deepening Vietnam-Cuba special solidarity

On December 2, 1960, Cuba became the first country in the western hemisphere to establish full diplomatic relations with Vietnam, just two years after the success of the Cuban Revolution. For the Vietnamese people, the Cuban people’s solidarity and unconditional support during wartime, as well as in the later peace period, is always highly treasured. At international forums and movements, Cuba always provided valuable assistance and wholehearted support for Vietnam when Vietnam's struggle for national independence and reunification was at its most difficult time.

Cultivating traditional friendship

In September 1973, Cuban leader Fidel Castro became the first and only foreign head of state to visit the liberated region of Quang Tri, where he made a famous saying “For Vietnam, Cuba is ready to sacrifice its blood!”, which has been deeply ingrained in the minds of many generations of Vietnamese people. At that time, despite facing many difficulties at home, Cuba still did its best to support brotherly countries. Cuba sent thousands of engineers, workers, doctors and experts to Vietnam, helped educate thousands of Vietnamese students, and provided equipment, machinery, food and non-refundable aid to help Vietnam build socio-economic works that remain valuable today.

Following President Ho Chi Minh's testament, generations of Vietnamese leaders and people have always regarded solidarity with and support for Cuba, as “the conscience and responsibility of the Vietnamese communists and people”. That is the morality and fine tradition of the Vietnamese people, who are loyal to comrades and friends. Vietnam never forgets and always remembers the Cuban people’s pure and selfless support. 

The Vietnamese people admire Cuba’s efforts to overcome hardships and always stand firm, becoming a source of inspiration and a bright example of social progress and justice, with the people placed at the centre, of international solidarity and pure internationalism, of the indomitable spirit for independence, freedom, sovereignty, self-determination and human dignity.

Though not being a wealthy country in terms of money and potential, Cuba is recognised by the world as a power of compassion for providing medical services in 165 countries, especially during the peak of the COVID-19 pandemic. Cuba’s bright example and the growth of the left-wing movement in many Latin American countries demonstrate that the movement of social progress and national independence around the world is rising strongly in the western hemisphere.

Despite facing many difficulties and challenges, Vietnam-Cuba cooperative ties still maintain the momentum of comprehensive and substantive development in many fields, in which party-to-party relations play the guiding role, strengthening the political trust and foundation for comprehensive cooperation between the two countries. The two sides maintain regular visits and virtual exchanges, especially at high levels.

Relations between the legislatures of the two countries have also been strengthened. The Cuban National Assembly (NA) highly appreciates the substantive relationship between the two National Assemblies. The NA of Vietnam has sent several delegations to visit and work in Cuba; donated 30,000 masks to the Cuban NA, to share difficulties caused by the impact of the COVID-19 pandemic (May 2020) and many informatics equipment, which has contributed to improving the operational efficiency of the Cuban NA (July 2022). The two National Assemblies also established Friendship Parliamentary Groups in each country.

Cuba and Vietnam have a special solidarity relationship, always supporting them during the struggle for independence, sovereignty safeguarding, and development. Previously, Cuba always supported Vietnam's struggle for national liberation. Nowadays, when Cuba is in trouble, Vietnam always helps and shows solidarity with the Cuban people. Those are the salient features of the brotherly relationship between the two countries.

Reliable, practical and effective cooperation

Over the past time, economic and scientific and technical cooperation, through the mechanism of the Intergovernmental Committee, has been deployed regularly and achieved important results. Trade cooperation has been strongly promoted through many cooperation and investment programmes and projects. 

In recent years, two-way import and export turnover has reached 250-350 million USD per year. Vietnam is Cuba's second-largest trading partner and the largest investor in the Asia-Oceania region, in the Caribbean Island nation. Vietnam receives biotechnology, and imports vaccines and pharmaceuticals from Cuba; while they import Vietnam's strong products such as rice, coffee, textile products, shoes, chemicals, computers and electronic components.

The two countries are in the process of implementing the Vietnam-Cuba Trade Agreement, valid until 2025, helping to create favourable conditions for bilateral goods import and export activities, including commitments to eliminate or cut tax reductions for nearly 100% of items being imported from each other's markets. 

Many trade preferential commitments in the agreement, help businesses of the two countries, and strengthen investment cooperation in the fields of energy, building materials, and tourism; contributing to realising the goal of raising two-way trade turnover to 500 million USD per year, in the near future. The number of Vietnamese enterprises investing in Cuba is increasing, especially after the Government of the Caribbean nation had a change in economic management policies and investment environment. In the coming time, the Vietnamese side will continue to support Cuba to improve production capacity, contributing to ensuring food security through cooperation projects to develop rice, corn and seafood production in Cuba.

Visiting the beautiful country of Cuba at the invitation of President of the National Assembly of the People's Power of Cuba Esteban Lazo Hernández, National Assembly Chairman Vuong Dinh Hue is the first foreign high-ranking leader to officially visit Cuba, after the Caribbean Island nation successfully held a general election, electing a new National Assembly and important positions of the Cuban State.

National Assembly Chairman Vuong Dinh Hue pays an official visit to Cuba on the occasion of the celebration of many important events: the 62nd anniversary of the Giron victory and the proclamation of the socialist nature of the Cuban Revolution, the 70th anniversary of the attack on Moncada Barracks, the 60th anniversary of Cuba’s establishment of a Committee for Solidarity with South Vietnam – the predecessor of current Cuba-Vietnam Friendship Association, and the 50th anniversary of Fidel Castro’s first visit to Vietnam during the fierce war, including to liberated South Vietnam.

NA Chairman Vuong Dinh Hue’s visit to Cuba shows that Vietnam always remembers Cuba's special solidarity and support for Vietnam, during the most difficult years. The visit also reaffirms that Vietnam always attaches great importance to continue to consolidate and strengthen the solidarity, special friendship and exemplary loyalty between the two Parties and countries, as well as always side by side with the Cuban people in difficult times, thereby educating Vietnam-Cuba relations among the young generations of the two countries. The visit is expected to promote parliamentary cooperation and cooperation in areas where the two sides have strengths and needs.

Evaluating Vietnam – Argentina relations

Vietnam and Argentina officially established diplomatic relations on October 25, 1973. In 1996, Argentina and Vietnam signed two agreements on economic and trade cooperation and mutual investment promotion and protection. To effectively implement cooperation, the two countries upgraded their relations to a Comprehensive Partnership in 2010 and since then, trade exchanges have grown steadily. Over half a century, the two countries’ relations have grown stronger and stronger and achieved many encouraging results.

Promoting comprehensive partnership

Over the past years, Vietnam has always considered Argentina as one of the most important partners in Latin America. In the context that the two countries have fully reopened and been promoting economic recovery and development following the pandemic, top legislator Vuong Dinh Hue’s visit to Argentina is expected to strengthen the long-standing friendship and solidarity and mutual assistance between the two countries as well as enhance cooperation between the two legislative bodies of the two countries.

Economic, trade and investment cooperation between the two countries plays an important role and is the basis for promoting the Comprehensive Partnership. The bilateral trade exchange continuously increased, from 316 million USD in 2007 to more than 4.8 billion USD in 2022 (up 15 times). Vietnam is Argentina's sixth-largest trading partner and fifth-largest export market in the world. Vietnam is also a key partner in Argentina's cooperation in Southeast Asia, while Argentina is Vietnam's third largest trade in Latin America. The ministries and sectors of the two sides have identified complementary potentials and strengths, promoted cooperation in existing fields in a substantive direction and expanded the cooperation into new fields (such as energy and mining).

Vietnamese NA Chairman’s visit to Argentina is expected to consolidate and boost the traditional friendship, solidarity and mutual support between the two countries, and strengthen cooperation between the two legislative bodies, towards evaluating the Comprehensive Partnership more practically and effectively.

In the coming time, the two sides need to develop the market. The Vietnamese side welcomed Argentina's proposal to negotiate a Free Trade Agreement (FTA) between the South American Common Market (Mercosur) and Vietnam. Vietnam also maintains a stable and reasonably priced supply of traditional Argentine products. Vietnam also wishes Argentina to increase imports and open the market for Vietnamese products, to create a premise for building a sustainable trade balance.

The two sides also aim to strengthen business connectivity and strive to increase bilateral trade exchanges, towards the goal of reaching 10 billion USD by 2025, in which the contributions of businesses from the two countries play an important role.

To build a sustainable trade balance, Vietnam asked Argentina to increase imports of Vietnamese goods and open the market for Vietnamese products.

In addition, the two sides considered the possibility of investment cooperation in mining and commercial supply of the rare mineral of lithium for green energy development, as well as the possibility of cooperation in the exploitation and commercial supply of liquefied petroleum gas from slates and green hydrogen gas production technology. The authorities and businesses of the two countries have been considering opening a direct route between Vietnam and Argentina; enhancing tourism cooperation and promotion and exchanges of management experience, tourism development and cultural exchange.

Regarding multilateral cooperation, Vietnam and Argentina have increasingly coordinated, consulted and supported each other at international forums and organisations, such as the United Nations, the Forum for East Asia-Latin America Cooperation (FEALAC), and the World Trade Organisation (WTO). Based on sound political relations, Vietnam wishes to receive Argentina's support for candidacy at the World Heritage Committee for the 2023-2027 tenure and for its membership of the United Nations Commission on International Trade Law (UNCITRAL) for the 2025-2031 term, while strengthening bilateral cooperation at international organisations and multilateral forums in the coming time.

Effective and substantive parliamentary cooperation

After the COVID-19 pandemic, the two sides have maintained regular exchanges of visits to expand cooperation, both at the central, as well as at the ministerial branch and local levels. The National Assembly of Vietnam supports and considers the elevation of Vietnam-Argentina relations from a comprehensive partnership to a strategic partnership in new potential fields such as industry, agriculture and energy. Many delegations of Vietnam’s National Assembly leaders have paid working visits to Argentina.

Within their multilateral framework, the parliamentarians of the two countries have maintained contact and coordinated with each other, especially at the International Parliamentary Union (IPU). The Vietnam-Argentina Friendship Parliamentarians’ Group was established in November 2012, while the Argentina-Vietnam Friendship Parliamentarian Group made its debut on February 7, on the eve of the National Assembly Chairman Vuong Dinh Hue’s visit to Argentina.

In the coming time, the two legislative bodies of the two countries will support each other to closely coordinate, maintain and strengthen the exchange of delegations at all levels. In addition, the Vietnamese National Assembly has affirmed its aspiration to develop bilateral parliamentary relations with the National Congress of Argentina and the parliaments of Latin American countries. The Vietnamese National Assembly will create a legal framework, and try its best to create favourable conditions to lift the bilateral ties to a new height.

National Assembly Chairman Vuong Dinh Hue’s visit to Argentina aims to strengthen the traditional friendship and solidarity between Vietnam and Argentina, as well as Latin American countries in general, affirm that Argentina is one of Vietnam's important partners in Latin America while promoting the negotiations of a free trade agreement (FTA), with the Southern Common Market (Mercosur).

Strengthening Vietnam-Uruguay friendship

Vietnam and Uruguay officially established THEIR diplomatic relations on August 11, 1993. The traditional solidarity and friendship between Vietnam and Uruguay are reflected in the mutual support for the cause of national liberation in the past and the national development today. In the current period, the two countries attach great importance to promoting good relations and fostering economic and trade ties and cooperation for mutual development with countries in Southeast Asia and Latin America, including Vietnam and Uruguay.

30 years of cooperation and development

Over the past years, the friendship and multifaceted cooperation between Vietnam and Uruguay have seen many positive developments. Bilateral political-diplomatic relations have developed actively, cooperation mechanisms have been maintained, and the two sides have coordinated and supported each other at international and multilateral forums. In 2023, the legislative bodies of the two countries will continue to coordinate in organising meaningful and practical activities, to celebrate the 30th anniversary of their bilateral diplomatic relations; resume and promote the exchange of high-level delegations at central, ministerial, and sectoral levels; effectively organise bilateral cooperation mechanisms, as well as strengthen people-to-people exchanges.

The economic-trade relationship between the two countries has maintained its growth momentum and there is plenty of room and potential for further cooperation. The National Assembly of Vietnam always supports and is ready to create a favourable legal corridor for the investment and business activities of Vietnamese and Uruguayan enterprises. To commensurate with good political relations and available potential, the two countries continue to promote trade relations within bilateral and multilateral frameworks, diversify the structure of import and export products, and strive to bring the two-way trade turnover to new heights.

In addition, the governments of the two countries also encourage and create favourable conditions for businesses, to cooperate and access each other’s markets and exploit complementary strengths, in the fields of cattle breeding, agro-fishery processing industry, biotechnology-genetics, financial-banking services, logistics, information technology, and construction management, consulting and training. Vietnam is ready to act as a bridge for the investment and trade activities of Uruguay with Southeast Asian countries - a dynamic economic region with nearly 700 million people.

In the context that both Vietnam and Uruguay are facing many challenges in economic recovery after the COVID-19 pandemic, the two sides are increasingly expanding economic, trade and investment cooperation, bringing practical benefits to both people and businesses of the two countries and contributing to the socio-economic recovery and development in each country. Vietnam always supports Uruguay’s policy of expanding international economic cooperation and wishes Uruguay to support the early start of negotiations for the Vietnam-Mercosur FTA.

In the context of very complicated changes in both geopolitics and economy in the region and the world, Vietnam and Uruguay have stepped up their learning and cooperation in the fields of the defence industry, logistics, military medicine, and peacekeeping, while coordinating and sharing information and experiences in transnational crime prevention and control and promoting the negotiation and signing of cooperation documents. The two countries will also pay more attention to and promote agricultural cooperation in the coming time. Vietnam is studying to build a profile on the Uruguayan agricultural market, to have a suitable plan and roadmap to open the agricultural market, ensuring a balance of interests between the two countries.

In the coming time, Vietnam’s strong products such as seafood, rice, coffee, dried fruits, furniture, and construction materials, are expected to have conditions to access the potential market of Uruguay.

Both are active members in multilateral forums, Vietnam and Uruguay continue to coordinate and support each other at international organisations, in which the two sides support each other running for positions at the United Nations Security Council, the Intergovernmental Committee for the Safeguarding of Intangible Cultural Heritage, the International Law Commission, and the Human Rights Council. Vietnam hopes that Uruguay will continue to support Vietnam at UN agencies and keep its commitment to support Vietnam in the World Heritage Committee, during the 2023-2027 term.

Continuing to promote parliamentary cooperation

As the highest legislative body, the National Assembly of Vietnam always creates a favourable legal corridor for investment and business activities of Vietnamese and Uruguayan enterprises. Vietnam wishes the Uruguayan side to create conditions for Uruguayan businesses to participate in the Vietnam Food Expo, in the field of agricultural products and food, while supporting Vietnamese enterprises to introduce their products at fairs, exhibitions and trade events held in Uruguay. Uruguay should encourage enterprises to cooperate in the field of construction planning, design consultancy, the construction of industrial works and urban technical infrastructure.

The National Assembly of Vietnam has advocated promoting parliamentary diplomacy, strengthening bilateral parliamentary cooperation, and actively participating in regional and international multilateral parliamentary forums, with the spirit of being a responsible member of the international community, actively contributing to the maintenance of peace, stability, cooperation and development. The relationship between the two countries in general and the cooperative relationship between the National Assembly of Vietnam and the General Assembly of Uruguay, in particular, are on a good track of development, especially after the visit to Vietnam by the Speaker of Uruguay's Chamber of Representatives Anibal Pereyra, in January 2015 and established the Friendship Parliamentary Groups in each country.

In the coming time, leaders of the legislative bodies of Vietnam and Uruguay hope to resume more practical and effective delegation exchange activities, after a period of interruption due to the COVID-19 epidemic. To strengthen the cooperation relationship between the two legislative bodies, Vietnam and Uruguay need to strengthen contact and exchange of delegations between the leaders of the National Assembly, agencies of the National Assembly, the Friendship Parliamentary Groups and parliamentarians of the two countries, exchange of experience in law-making, perfecting institutions to serve the development of each country and parliamentary activities. The National Assembly of Vietnam is ready to welcome delegations of Uruguay's Chamber of Representatives to visit and work in Vietnam.

In addition, the two sides also need to strengthen the role of the legislature in promoting bilateral relations; supervising the effective implementation of signed agreements between the two countries; creating favourable conditions to support the business community, as well as the people of the two countries to live, study, invest and do business in each country. The two countries continue to cooperate internationally, promoting the coordination mechanism at multilateral parliamentary forums, such as the International Inter-Parliamentary Union (IPU); supporting each other's positions on regional and international issues of mutual concern.

The visit of National Assembly Chairman Vuong Dinh Hue will take place on the occasion of the 30th anniversary of the establishment of diplomatic relations between Vietnam and Uruguay, aiming at strengthening the traditional friendship, solidarity and mutual support between the two countries; at the same time, affirming the message that Vietnam attaches importance to good relations and wishes to promote economic, trade and cooperation for mutual development with Latin American countries, including Uruguay, to improve cooperation efficiency in various fields, areas of mutual potential and interest. The visit made by National Assembly Chairman Vuong Dinh Hue is expected to promote and deepen the cooperation relationship between the two legislative bodies, contributing to building political trust, mutual understanding and development, as well as effectively promoting the sustainable cooperative relationship between the two countries.

The official visit to the Republic of Cuba, the Republic of Argentina and the Eastern Republic of Uruguay, made by National Assembly Chairman Vuong Dinh Hue, aims to implement the foreign policy of the 13th National Party Congress.
