Under the document, ministers, heads of ministerial-level agencies, heads of government-run agencies, and chairmen of People's Committees of provinces and centrally-run cities are asked to strengthen the implementation of the strategy while working to promote the development of cultural industries in Vietnam, in line with the country’s foreign policy and socio-economic situation.

In addition, they are asked to foster digital culture by applying science and technology and the achievements of the Fourth Industrial Revolution.

It is also necessary to complete the legal system and policies on external culture as well as stepping up the negotiation for the signing and implementation of international treaties and agreements in the field in order to attract more domestic and foreign resources for the sustainable development of culture.

Implementation of external cultural activities must be attached to the overseas Vietnamese communities, who have not only contributed to preserving and promoting the Vietnamese language, cultural identity and traditions in the host countries but also greatly supported the fatherland's sustainable development.

More cultural, sporting and tourism exchanges and trading events should be held at border areas in order to increase mutual understanding between Vietnamese people and those in neighbouring countries while helping protect the national sovereignty.
