The event is coordinated by the People's Committee of Quang Ninh Province, its Department of Culture and Sports and the Vietnam Musicians’ Association.
Speaking at the opening ceremony, Vice Chairman of Quang Ninh People's Committee Dang Huy Hau affirmed that the music festival is an international cultural event, scheduled to be held annually in Ha Long.
This is to be a unique cultural tourism product of Quang Ninh, attracting domestic and international tourists to the province and promoting its "night-time economy", while strengthening its friendship and cooperation with other countries around the world, Hau said.

The festival brings together more than 150 artists and actors from famous bands in Vietnam and other countries, including China, Japan, Kazakhstan, Laos, Thailand and Ukraine.
Artists provided audience members with special performances on the opening night. The cultural event also aims to promote cooperation in the field of arts, and at the same time act as a forum for exchanging and performing music compositions from Vietnam and other countries.
The event’s Arts Council will evaluate performances at the festival and grant ten gold and five silver prizes to the most outstanding acts.
