The organisation of this meeting was a very important decision of profound and outstanding meaning in the context that the whole country is making every effort to overcome all challenges and difficulties during the COVID-19 pandemic.
The extraordinary session showed the great political determination of the National Assembly Standing Committee and NA deputies in performing their duties to the country and putting the people at the centre of every decision.
The section with four important contents submitted to the NA by the Government has met the aspirations of all classes of people amid the impacts ofthe pandemic on all aspects of the socio-economic situation.
NA deputies were serious, responsible, and enthusiastic to clarify many issues and contents proposed by the Government as well as providing valid criticism and comments.
They discussed issues to ensure macroeconomic stability and major balances of the economy in the draft resolution on fiscal and monetary policies to support the economic recovery and development programme, among other issues.
Law makers also thoroughly debated the necessity of amendments and supplements to the Law on amendments and supplements to several articles of the Law on Public Investment, the Law on Public-Private Partnership, the Investment Law, the Bidding Law, the Electricity Law, the Enterprise Law, the Law on Special Consumption Tax, and the Law on Enforcement of Civil Judgments.
The NA took time to comment on each policy, especially the ones that were piloted for the first time, including the building of Can Tho into a core urban area of the Mekong Delta region.
The NA’s first extraordinary session received high support and consensus from NA deputies, with the passage of four resolutions and one law regarding important goals. They are the rapid restoration and expansion of production and business, the reduction of costs, and the creation of favourable conditions for businesses and people aligned with the effective implementation of pandemic prevention and control measures.
NA deputies also discussed policies to ensure social security and the lives of the people, especially the poor, the vulnerable, and those heavily affected by the pandemic, thus contributing to maintaining security, order and social safety.
The NA also promulgated a law amending many laws in order to promptly remove difficulties related to institutions and to promote resources for socio-economic development.
The resolution on piloting several special policies and mechanisms for the development of Can Tho City and the resolution on the investment policy for the construction of the eastern section of the North-South Expressway in 2021-2025 were also approved at the session.
The first extraordinary session concluded but other urgent issues remain that require further attention from the National Assembly and the Government, such that they can fulfil their role and responsibility to the people and the country.
The world, and Vietnam in particular, has faced negative impacts in socio-economic development caused by the COVID-19 pandemic over the past two years. This challenging situation requires Vietnam to continue to take drastic actions with a high sense of responsibility to implement effective mechanisms and measures to bring peace to the people and the country.
