Party General Secretary Nguyen Phu Trong chaired the morning session of the last working day. Politburo member, Secretary of the PCC Secretariat and Head of the PCC Commission for Organisation To Huy Rua on behalf of the Political Bureau presented a report on Central Committee’s viewpoints on personnel preparations for the 12th National Party Congress.
In the afternoon session, managed by National Assembly Chairman Nguyen Sinh Hung, Prime Minister Nguyen Tan Dung, on behalf of the Political Bureau, presented a report on Central Committee’s viewpoints on the signing of the Trans-Pacific Partnership agreement.
The Party Central Committee passed a resolution of its 14th meeting.

Following the working agenda from January 11 to 13, 2016, the 11th Party Central Committee organised its 14th meeting to discuss the signing of the Trans Pacific Partnership (TPP) agreement; personnel preparations for the Party Central Committee, the Party Politburo, and the Party Secretariat and nominations for four key posts of the 12th tenure; and the tentative lists of the Presidium, the Secretarial Delegation and the Commission for Investigating Eligibility of delegates attending the 12th Party Congress.
Party General Secretary Nguyen Phu Trong chaired the meeting and delivered keynote speeches at the opening and closing sessions.
1. The Central Committee discussed the Politburo report on the outcomes of the negotiations and signing of the TPP agreement. The Central Committee unanimously agreed that the TPP is a new-generation free trade agreement with a wider scope and higher requirements compared to the World Trade Organisation and free trade agreements that Vietnam has joined so far. Vietnam’s engagement in the agreement’s negotiations illustrated the country’s active and positive international integration, participation in multilateral economic institutions, and contributions to building fair trade relations and boosting co-operation for mutual benefit. The joining originated from the requirements of facilitating the country’s demand for rapid and sustainable development, hastening the implementation of strategic breakthroughs, restructuring the national economy and renovating the growth model as set in the Resolution of the 11th National Party Congress.
The Central Committee highly valued the efforts of the Government, relevant agencies and the Government’s negotiation delegation in negotiating the TPP agreement. The outcomes of the TPP agreement’s negotiations reached the set objectives and requirements, in line with Party’s viewpoints and resolutions.
The Politburo closely directed and put forward major targets and principals on the Agreement’s negotiations from the very beginning while timely addressing any problems that arose during the negotiations.
The Central Committee discussed and agreed on the outcomes of the TPP agreement’s negotiations.
The Central Committee asserted that joining the TPP as one of the first parties confirmed the significance of Vietnam’s geo-political role and position, and created more opportunities for our country’s rapid and more sustainable development. As the world and the region have seen rapid, complicated and unpredictable developments, the participation in the TPP provides an opportunity for our country to take advantage of external resources for rapid and sustainable development. Participation in the TPP also helps boosting GDP, exports and foreign investment; creating more opportunities to join international and regional production and consumption chains; generating more jobs; improving incomes; ensuring social security; and reducing poverty.
Discussing difficulties and challenges when joining the TPP, the Central Committee confirmed that requirements to open markets for goods as set in the TPP created greater competition, particularly for agriculture and businesses with out-dated production and business technology. By joining the Agreement, we will have to adjust and amend regulations of the laws on trade, customs, investment, bidding, intellectual property and labour. The implementation of the Agreement’s provisions on labour also imposes many challenges and requirements for enhancing Party leadership and State management, bettering the operations of social and political organisations which are operating in labour issues, and maintaining political stability.
The Central Committee affirmed that opportunities stemming from the TPP agreement to our country are enormous and significant, but the challenges it brings about are no less difficult. These challenges have been identified and thanks to the country’s experiences during 30 years of the Doi Moi (Renewal) process and global economic integration, together with the efforts, creativity and strong determination of the entire Party, people, army and the business community, we are confident that we will overcome these obstacles and seize the opportunities offered by the TPP agreement for the rapid and sustainable development of the country.
The Central Committee entrusted the Government to work with Governments of all other TPP members for the official signing in early February 2016.
The Politburo was assigned to direct preparations to submit the agreement to the National Assembly for ratification in accordance with regulations of the law; and to direct the drafting of the Party Central Committee’s Resolution on effectively implementing the international integration in the context of the country joining many new-generation free trade agreements, including the TPP.
2. In a democratic spirit with high sense of responsibility and high consensus, the Central Committee passed the draft report on personnel preparations for the Party Central Committee of the 12th tenure; and reached a general agreement in a secret ballot for nominations for the posts of the Party General Secretary for the 12th tenure, President and Prime Minister for the 2016 -2021 period, which will be submitted to the 12th tenure Central Committee for consideration, and to be approved by the 14th National Assembly in accordance with regulations of the law. The Central Committee completed personnel preparations to submit to the 12th National Party Congress.
3. The Central Committee discussed and passed the tentative lists of the Presidium, the Secretarial Delegation and the Commission for Investigating Eligibility of delegates attending the 12th Party Congress.
From the success of the 14th meeting, the Central Committee called on the the entire Party, people and army to foster solidarity and promote huge and historically significant achievements during 30 years of the Doi Moi (Renewal) process, as well as remarkable outcomes gained during the tenure of the 11th Party Congress while exerting every effort to make more contributions to the success of the 12th National Party Congress.
