Contents adopted at 13th Party Central Committee's 4th plenum highly lauded

The 4th Plenum of the 13th Party Central Committee discussed about and decided on many important issues of the country; both the central task of socio-economic development and the key task of Party building and rectification. Party members and people highly lauded the contents decided at the conference, and expressed their hope that solutions will soon be realised.

Regarding the task of COVID-19 prevention and control and economic recovery, a large number of officials, party members and people agreed with Party General Secretary Nguyen Phu Trong’s direction which underscored the need to renew thinking with more awareness on disease prevention and control in association with maintaining, recovering and developing production and business.

Ninh Van Hanh from Phu Ly City, Ha Nam highly lauded the conference's forecast of the situation in 202. The the epidemic situation in the world and in Vietnam will remain complicated and unpredictable; there may be new outbreaks of epidemics with new strains, spreading faster and more dangerously. It will be difficult for the world to control the epidemic completely. At the same time, he also highly agreed with the policy of safe and flexible adaptation to the epidemic.

According to Hanh, in the recent past, Vietnam has been preventing and fighting the COVID-19 pandemic under very difficult conditions. Almost all equipment, machinery, biological products, vaccines and medicines must be imported; technological measures were also not guaranteed; and the decentralisation of power still had many shortcomings. This is considered the reason why infections in some provinces and cities broke out and spread quickly. People’s lives have been turned upside down, many workers left factories and returned to their hometowns, making the epidemic situation even more difficult to contro When there is avenue to complete eradication of the epidemic, it is necessary to keep calm and proactive to adapt safely and flexibly to the epidemic. This is a new way of thinking, which needs to be popularised by all levels of Party committees and authorities to the people. Once the entire people are clear and determined to work with the Party and State, the task of repelling the harmful effects of the COVID-19 pandemic can be implemented.

With many years of experience in the health sector, Nguyen Thi Mai Phuong, a former cadre of the National Children’s Hospital, also agreed with the above views and suggested that in order to adapt to the epidemic, it is necessary to identify as the main and urgent tasks the improving of capacity and transforming the epidemic prevention thinking of the health system from central to grassroots levels. In addition to strengthening resources for vaccines and drugs to treat COVID-19, it is necessary to quickly renew and perfect the people's health care system; strengthen the implementation of remote medical examination and treatment, especially for the group of customers with chronic diseases. The application of artificial intelligence in health should be promoted, especially in research and the production of vaccines and drugs for COVID-19 treatment while more attention should be paid to protecting and developing human resources in the health sector.

According to Dr. Do Van Quan from the Ho Chi Minh National Academy of Politics, the transition from passive to safe and flexible adaptation or the so-called “new normal” will create both opportunities and challenges, requiring the Party, State, political system, economic and social system to have new approaches, ways and measures.

Tran Manh Tuyen from the Thuong Dinh Electric Wire and Cable Joint Stock Company in Hanoi proposed that besides major solutions to remove bottlenecks of the economy so as not to delay economic recovery, new solutions in production and business should be devised in line with regulations on social distancing, forming a habit of careful hygiene, restricting travel and limiting contact. It is also necessary to accelerate information technology application and digital transformation.

Along with renewing thinking in epidemic prevention and control and production and business recovery, Nguyen Thi Lien from Tan Hoa commune, Hung Ha district, Thai Binh province expressed her wish that Party committees at all levels strengthen education and supervision over the contingent of cadres and party members in the spirit of the Resolution No.4 of the 12th Party Central Committee on strengthening Party building and rectification, in order to strengthen the people's trust in the Party.

Many cadres and party members also expressed their agreement and enthusiasm with the policy of proactively, resolutely fighting, and strictly handling the deterioration of political ideology, ethics, lifestyle as well as corruption and negative acts.

According to Master Bui Thu Huyen from the Party Central Committee’s Commission for Internal Affairs, corruption and negative acts in general have cost the purity of cadres at all levels, seriously affecting the honour, prestige, moral quality and exemplary role of cadres, party members, civil servants and public employees; undermining the people’s trust in the Party, State and regime. Therefore, the focus of the fight against negative acts is the fight against deterioration in political ideology, morality, and lifestyle among cadres, party members, civil servants and public employees.

Sharing the same point of view, Vu Kim Anh from the Library and Information Centre under the Vietnam National University, Hanoi, added that in order to quickly switch from preventing and repelling to actively fighting the deterioration in political ideology, corruption and negative acts, it is necessary to focus on building the internal regulations of the Party, principles and ethical standards applied to cadres and party members, especially the leaders, in preserving their moral qualities, integrity and exemplary role.

In addition, importance should also be attached to promoting administrative reform, increasing the publicity, transparency and accountability of the activities of agencies, organisations and units; Continuing to study and develop regulations as well as strictly dealing with the deterioration in political ideology, morality and lifestyle, serving as a basis for the Party committees, organisations and functional agencies to implement.
