In 2021, Ho Chi Minh City performed the task of budget revenue and expenditure in the very complicated context of the COVID-19 epidemic with prolonged social distancing. However, thanks to solutions to both prevent and control the epidemic and restore the economy, the city has completed the task of budget collection.

As of December 31, the state budget revenue in the city stood at nearly 381.5 trillion VND, reaching 104.56 percent of the estimate, an increase of 2.73 percent over the same period in 2020. Of which, revenue from export-import activities reached more than 117.6 trillion VND, reaching 108.9 percent of the estimate, while domestic revenue was estimated at over 263.8 trillion VND, reaching 102.7 percent of the estimate.

In 2021, the city's regular expenditure was more than 51.5 trillion VND, equalling 107.6% of the estimate from the beginning of the year. The reason for the increase in recurrent expenditure is that the city spent on epidemic prevention and control and supported people affected by the COVID-19 epidemic.

With a sense of responsibility, the city has managed the budget expenditure closely according to the assigned estimate and the ability of budget revenue and expenditure. Therefore, the city can still ensure the expenditures in the estimate and at the same time balance the budget allocation for epidemic prevention and control and support people affected by the COVID-19 epidemic, with a total amount of over 17.8 trillion VND.

According to Chairman of the Ho Chi Minh City People’s Committee Phan Van Mai, the city has promptly issued many supportive policies as leverage to help businesses minimise damage and restore production and business, and at the same time promptly supported business households, workers who have postponed work or lost jobs, people in difficulties, and so on, with many drastic, synchronous and creative solutions to help the city quickly transform and achieve its goals with positive results.

On this occasion, the People’s Committee of Ho Chi Minh City awarded 61 collectives with high achievements in the work of budget collection and contribution in 2021.
