Top ten prominent events of the National Assembly in 2021

On the occasion of the 76th anniversary of the first general election of the Vietnamese National Assembly (NA) (January 6, 1946 – 2022) and the occasion of the New Year 2022, the Office of the NA has announced ten prominent events of the NA in 2021.

1. Carrying out the transition between the two NA terms, ensuring succession, renewal, stability and development. Addressing the first session of the 15th NA, Party General Secretary Nguyen Phu Trong pointed out many major orientations and important tasks for the 15th NA, underscoring the need to continue to renew, perfect and improve its operational quality, effectiveness, and efficiency.

At the 11th session of the 14th NA, the personnel consolidation was considered an important step for state agencies to perform their tasks and powers as prescribed by law, until the end of the 14th term. In particular, high focus was placed on completing the socio-economic development tasks in 2021, in association with the prevention and control of the COVID-19 pandemic, the preparation and organisation of the elections of deputies to the 15th National Assembly (NA) and all-level People’s Councils for the 2021-2026 tenure.

2. The historic election taking place in the context of the 4th outbreak of the COVID-19 pandemic was crowned with great success.

The elections of deputies to the 15th National Assembly (NA) and all-level People’s Councils for the 2021-2026 tenure, attracted the largest number of voters ever, with nearly 70 million electoral votes cast at 84,767 polling stations, voter turnout reached 99.6%, demonstrating the people's sense of responsibility and deep confidence in the Party and State, and at the same time, affirming the invincible strength of the great national unity bloc. This really is a great festival for the entire population, a new milestone in the history of the Vietnamese NA.

With the results of the elected 499 NA deputies, enough delegates for the People's Councils of provinces, districts and communes; in which, the quality and structure of delegates exceeded the set targets, confirmed that the personnel work was carefully prepared and implemented in a democratic manner, in accordance with the law.

3. Active implementation of the Resolution of the 13th National Congress of the Party, proactively and promptly promulgate the Action Plan of the National Assembly Party Delegation with 107 specific contents and projects.

A virtual conference was held to popularise the Action Plan of the National Assembly Party Delegation in implementation of the Resolution of the 13th National Party Congress.

The action plan sets out four groups of tasks, solutions and 107 specific contents and projects in the fields of legislation, supervision and decisions on important issues of the country, foreign affairs and reforming methods and activities over the next five years of the NA.

4. On November 13, 2021, the Politburo issued Conclusion No.19/KL-TW on the orientation of the law-making programme for the 15th NA.

For the first time, the Politburo has concluded on the orientation of the law-making programme for the entire NA term, which is an important basis for the NA and its agencies to proactively and actively implement and coordinate with each other to strictly ensure progress and quality of the law-building work.

In order to promptly implement comprehensively, deeply and promptly, the conclusions of the Politburo, the Standing Committee of the Secretariat and the NA Standing Committee, coordinated with relevant agencies to organise a virtual conference on implementing the Politburo’s Conclusion on the orientation of the Law Building Programme for the 15th NA.

5. Renewing the mode of operation, successfully organising the first and second sessions of the 15th NA and creating a good start for the whole 5-year term.

The first session of the 15th NA consolidated the titles of leaders of the NA, the President, agencies of the NA, the Government, the Supreme People's Court, the Supreme People's Procuracy, and the State Audit, as well as considered and decided on many important issues related to national socio-economic development and people's livelihood.

The NA, together with the entire Party, people and army have made every effort to prevent and control the COVID-19 epidemic. They proactively issued Resolution No.30/2021/QH15, in order to promptly and effectively respond to the complicated developments of the pandemic, in order to soon stabilise and control the epidemic, and bring the country to the “new normal”.

This is considered a unique legislative initiative, without precedent in legislative history; thereby, special rights have been given to the Government and the Prime Minister to improve the effectiveness of epidemic prevention and control, with the spirit of putting the health and lives of its people first and foremost.

6. The National Assembly Standing Committee held many extraordinary sessions and issued important resolutions with some historic contents, applied for the first time, contributing to helping the country overcome the pandemic, leaving a good impression on the voters and the People.

7. The first national conference on the implementation of supervision was held to create unity and proactiveness in implementation, thereby, contributing to improving the effectiveness and efficiency of the NA’s supervision.

The Action Programme of the National Assembly Party Delegation to implement the Resolution of the 13th Party Congress, affirmed that renewing and improving the quality of supervision is a focus of innovation, improving quality and operational efficiency of the 15th NA. Accordingly, the supervision work not only focuses on law enforcement, but also on the promulgation of documents detailing the law, supervising the organisation and implementation of the provisions of the law.

The NA and the NA Standing Committee mobilised 63 People's Councils and 63 NA delegations of provinces and centrally-run cities to participate in supervision delegations.

8. Parliamentary diplomacy has left many prominent imprints, bringing into full play the advantages, as well as the effectiveness of the nation's synergy in the implementation of foreign affairs, towards promoting a proactive and active international integration.

The active implementation of multilateral and bilateral parliamentary diplomacy in cooperation to solve global problems of poverty, climate change, COVID-19 epidemic prevention and control, recovery and the development of the post-pandemic economy in the direction of a digital and green economy, calling for increased investment cooperation between Vietnam and other countries, have contributed to affirming the position and role of the NA of Vietnam.

It is considered vivid evidence of the harmonious combination of Parliamentary diplomacy and State diplomacy, contributing to the implementation of the independent, self-reliant and open foreign policies in accordance with the Resolution of the 13th Party Congress.

9. Handing over and presenting the National Assembly House to the National Assembly of the Lao People’s Democratic Republic

A new National Assembly (NA) building of Laos, a gift presented by the Vietnamese Party, State and people to their Lao counterparts, was handed over to the Lao side at a ceremony held in Vientiane on August 8.

The building was finished after nearly 38 months of construction. Vietnam’s Ministry of Construction was the project’s main investor and Corps 11 of the Ministry of National Defence was the constructor.

Spanning 7,000 sq.m at Thatluang Square in downtown Vientiane, a sacred place symbolising Laos’s solidarity, it was built with a total investment of about 112 million USD under the supervision of experts from Vietnam, Laos and Japan.

The project to build the Lao NA House serves as proof of the great friendship between Vietnam and Laos, which marks a new development in the countries’ special friendly relations.

10. The Vietnam Economic Forum 2021, themed “Recovery and Sustainable Development” was organised in a timely manner, with a practical theme, meeting practical requirements and proposing important solutions for economic recovery and development.

The forum was held on December 5, 2021, both in person and via videoconference, gathering domestic and foreign scholars, experts, and researchers. It helped clarify scientific and practical grounds to help the Government design a package of fiscal and monetary solutions.

The forum was a chance for the NA and relevant agencies to listen to proposals from domestic and foreign experts, development partners, legislators, people, and businesses to help with socio-economic recovery and sustainable development, towards promoting innovation, green growth, and digital transformation.
