Central Theoretical Council for 2016-2021 debuts

At the ceremony, Secretary of the Party Central Committee and Head of the Party Central Committee’s Organisation Commission Pham Minh Chinh announced the Politburo’s decision on the establishment of the Central Theoretical Council for 2016-2021.

Accordingly, the Central Theoretical Council shall function as an advisory body to the Party Central Committee, the Politburo and the Secretariat on issues of political theory, creating a basis for planning, completing and developing the Party’s policy line on scientific programmes and topics on the State level and political theory directly serving the leadership work of the Party.

The Council is responsible for studying topics put forth by the Politburo and the Secretariat or recommended by the Council and distilling the results of other research programmes to serve its advisory function and perform some other tasks for the Politburo and the Secretariat.

It will also be tasked with making suggestions on theoretical arguments and directly involving itself in struggling against wrong opinions with the Party’s views, in addition to maintaining relationships with the theoretical agencies of communist parties and ruling parties around the world.

According to the decision, the Central Theoretical Council shall consist of 44 members, with Politburo member and standing member of the Party Central Committee’s Secretariat Dr. Dinh The Huynh as Chairman.

Speaking at the event, Politburo member Huynh emphasised that development practices over the past 30 years had demonstrated and affirmed the correctness of the Party’s renewal policy in line with the country’s reality. In particular, the Party’s theoretical work and studies by theoretical cadres had made worthy contributions to the nation’s achievements.

He urged the Central Theoretical Council to innovate its operations to significantly improve the quality of its advice to the Party Central Committee, the Politburo and the Secretariat on issues relating to political theory, laying a foundation for planning, developing and implementing the Party’s policy line.

He also asked the Council to implement political theory research programmes for the 2016-2020 period, while improving the quality and effectiveness of international co-operation in the field of political theory.

The Council’s research activities should be associated with implementation at the local level, Politburo member Huynh said, requesting that the Council and its members develop detailed plans and programmes on researching, surveying and reviewing related issues, especially new models and problems with differing viewpoints, in a practical manner.
