Specifically, the Prime Minister tasked the Minister of Home Affairs, a member of the committee, with working with the Party Central Committee’s Organisation Commission, the Presidential Office, the National Assembly Standing Committee’s Deputy Affairs Committee, and relevant agencies on the process of punishing Hoang in accordance with the Party Central Committee Secretariat’s instructions and legal regulations.
The results should be reported to the Government’s Party Civil Affairs Committee before November 10, 2016.
Earlier, on November 3, the Party Central Committee’s Office issued a document announcing the Secretariat’s opinions on the case.
Based on the seriousness of Hoang’s violations as well as the Party’s statutes and regulations, the Secretariat unanimously agreed to take the disciplinary measures of issuing a warning to the Party Delegation to the Ministry of Industry and Trade for 2011-2016 while dismissing Hoang from the position of Secretary of the Party Delegation during that time.
The Secretariat also requested that Party Delegations to the Government and the National Assembly direct the execution of Hoang’s administrative punishment.
According to the conclusions of the Party Central Committee’s Inspection Commission, the Party Delegation to the Ministry of Industry and Trade was irresponsible and slackened its leadership and direction, infringing upon a number of regulations on personnel of the Party and State’s law.
The Party Delegation also violated its working regulations and did not follow the rules, procedures and criteria for personnel work, resulting in serious consequences.
It was lacking in responsibility and it breached legal regulations on verifying and proposing the presentation of the Hero of Labour title to the PetroVietnam Construction Corporation (PVC).
It did not promptly and regularly direct and inspect units belonging to the ministry, resulting in violations of the Party and State’s law on personnel work.
Meanwhile, Vu Huy Hoang personally failed to be a good example and exhibited self-interested behaviour when he received and appointed his son, Vu Quang Hai, as an inspector of the Vietnam National Tobacco Corporation (Vinataba) and allowed him to join the Board of Directors and take the position of Deputy General Director of the Saigon Beer-Alcohol-Beverage Company (Sabeco).
Hoang, who is a former member of the Party Central Committee, also violated the committee’s regulations on “not-to-dos” by Party members, the Law on the Prevention and Control of Corruption and the Secretariat’s regulations on officials and Party members’ responsibility for being good examples for society.
He did not follow the Party and State’s law on principles, procedures and criteria for personnel work while incorrectly directing and implementing the working regulations of the Party Delegation in presenting the Hero of Labour title to the PVC and awarding the third-class Labour Order to Dang Vu Ngoan, rector of the Ho Chi Minh City University of the Food Industry.
He also loosened the examination of some of the ministry’s units, allowing them to break regulations on the recruitment, reception, evaluation and appointment of personnel.
As Secretary of the Party Delegation to the Ministry of Industry and Trade and Minister of Industry and Trade for 2011-2016, Hoang is responsible for the aforesaid violations and errors committed by the Party Delegation at the time, as these have had severe consequences, affected the prestige of the Party, the State, the Ministry of Industry and Trade and Hoang himself and generated concern among the public.
