PM calls for renovation in socio-economic planning

Prime Minister Nguyen Xuan Phuc has stressed the need to avoid unnecessary content, unspecific matters and issues that are difficult to manipulate in the socio-economic development planning work, thus effectively applying plans into practice.

The senior leader made the suggestion at the government headquarters on November 9, while chairing the first session of the Subcommittee on Socio-Economy, which was set up to prepare for the upcoming 13th National Party Congress.

The unit is among the five sub-committees established at the recently-wrapped up eighth plenary session of the 12th Central Committee of the Communist Party of Vietnam, in preparation for the 13th National Party Congress. It is tasked with formulating the 10-year Socio-Economic Development Strategy 2021-2030 and the five-year Socio-Economic Development Plan 2021-2025.

At the first session of the sub-committee, the unit members discussed its draft work plan and the projected plan for the establishment of its standing committee and the editorial team, as well as the implementation schedule.

Speaking at the meeting, PM Phuc, who is also head of the sub-committee, stressed that the event aimed to unify the work plan of the unit from now until the 13th National Party Congress’s inception. He also emphasised the need for suitable methods in building quality documents that summarise and propose breakthrough solutions for socio-economic development in the next 10 years, which are the contents of most concern to all Party committees and the people.

The PM noted that in the deployment for summarising the previous five-year plan and mapping out the next 5-year scheme, it is important to mobilise intelligence and implement an effective approach to collect adequate information, both in the country and in foreign nations, for sound judgment and solutions. The PM said that he agreed with the idea that democracy should be promoted during the documents’ development.

The preparation of the documents should be carried out through multiple rounds, featuring surveys, conferences, workshops and the consultation of senior officials, domestic and foreign experts, and people, as well as representatives of enterprises, before submitting them to the Party Central Committee and the Politburo for revision ahead of the Congress’s opening.

According to the PM, the ideals and spirit of socio-economic development in the documents should penetrate deeply into each sector and locality in order to be applied to reality. They should not become canonical documents for archives, but active documents for realistic deployment. Therefore, the PM asked the unit’s permanent body and its members to innovate their working plan, both in terms of methods and content to produce the best documents.

As scheduled, the sub-committee’s editorial team will be established this November.
