Delegates reviewed the performance of five working groups in inspecting the implementation of Resolutions No. 18 and 19 of the 12th Party Central Committee and Conclusion No. 64 of the 11th Party Central Committee.
Resolution No. 18 stipulates streamlining the apparatus of the political system in an effective and efficient manner while Resolution No. 19 prescribes the revamp of organisation and management and the improvement of the quality and efficiency of public agencies. Conclusion No. 64 targets the renovation and perfection of the political system from central to grassroots levels.
The Party Central Committee’s Secretariat established five working groups to monitor the realisation of the documents by 15 Party committees and organisations in 2018.
Delegates at the event agreed that after one year, implementation of Resolutions No. 18 and 19 have brought about important initial results, creating changes in awareness and actions, and discovered obstacles which needed to be tackled for the smoother implementation of the work.
Praising initial results in reducing personnel and changing the awareness and actions of officials, Party members and the public, Party General Secretary and President Trong said that public agencies have basically been planned towards a more reasonable structure, and the autonomy and self-responsibility mechanisms have proven effective in these agencies.
However, limitations remain in the implementation work, he said, urging for more efforts in reviewing the function of agencies, reducing intermediary units and cutting personnel.
Also at the meeting, the Secretariat discussed the issuance of a directive on enhancing the quality of Party membership and removing unqualified members from the Party.
Addressing the meeting, General Secretary and President Trong emphasised that member quality is a key factor deciding the strength of the Party.
He stressed the need to improve the quality of admitting new members as well as reviewing and purifying Party membership.
The degradation of political ideology is even more dangerous than corruption, he stated, underlining the necessity to strengthen political and ideological education, as well as self-improvement of morality and lifestyle among Party members.
Currently, the Party has nearly 5 million members in 270,046 Party branches.
