The Deputy PM proposed representatives of experts, businesses, and Hai Phong authorities to analyse the shortcomings and limitations as well as draw on experiences during the implementation process of the Resolution.
After the Resolution No.02 was issued, the Hai Phong City People’s Committee put out an action plan, whilst departments and district people’s committees focused on administrative reform and procedure simplification as well as create more favourable conditions for enterprises to operate.
The Department of Planning and Investment issued new online business registration certificates, accounting for 88.69% of the total number of applications whilst the Department of Science and Technology operated and effectively used level-4 online public services.
In addition, Hai Phong Customs Department has connected to the Vietnam automated system for seaport customs management (VASSCM) for all of the 36 bonded warehouses under its management.
Since September 2016, the City People’s Committee organised 30 dialogues for businesses, in which, 190 out of 282 petitions were resolved thoroughly (accounting for 67.38%), and 92 out of 282 petitions (32.62%) were resolved by the City People’s Committee, departments, branches and localities.
However, during the implementation process, there are still some limitations related to information technology infrastructure, the application of information technology to implement online public services among people.
At the working session, functional branches as well as some businesses operating in Hai Phong also reflected on some of the inadequacies in regards to activities of specialised inspection procedures, import of some goods, transport and logistics activities.
