At the meeting, the Council discussed a number of tasks for the coming time, including a draft plan on reviewing the outstanding emulation movements of “The whole country joins hands to build new-style rural areas” in the 2011 - 2020 period; and a drafting proposal for organising the 10th National Patriotic Emulation Congress.

Speaking at the meeting, PM Nguyen Xuan Phuc said that emulation movements have made active contributions to the socio-economic development results in the past years. Notable examples of which were the activities to mark the 50th anniversary of implementing President Ho Chi Minh's Testament, and the three-year implementation of the Politburo's Directive No. 05 on promoting the learning and following of President Ho Chi Minh's ideology, morality and style.

Administrations and agencies at all levels have paid attention to rewarding work with a view to encouraging good examples and good deeds, he noted, adding that there are many shining examples that need to be commended and encouraged in a timely manner.

The Government leader also asked the Ministry of Home Affairs to study reforms to the emulation and reward work in order to suit the situation in the country’s current development stage, stressing that rewards must be presented promptly to the right person for the right reasons, in an objective and transparent manner so as to ensure the educational and encouragement effects of the work.
