NA Standing Committee to convene 44th meeting on April 20

The 44th meeting of the 14th National Assembly (NA) Standing Committee is scheduled on April 20, to discuss a number of laws and draft laws as well various important issues.

The committee will discuss the draft Law on Investment in the form of Public-Private Partnership (PPP); draft revised Youth Law; draft (amended) Law on Sending Vietnamese Workers Abroad Under Contracts; draft law on amendments and supplements to a number of articles of the Law on Environmental Protection; and the draft Law on International Treaties.

The participants will also deliberate the preparations for the ninth session of the 14th NA; the drafting of the NA’s law and ordinance making programme in 2021; the report on the results of thematic supervision of the “implementation of policies and laws on child abuse prevention and control".

The law makers will also comment (for the second time) on the adjustment of the ratio of allocated expenditure to ensure the operation of the General Department of Taxation and the General Department of Vietnam Customs in the 2016-2020 period; the reassigning of part of the allocated funding to ensure the operations of the General Department of Taxation to the General Department of State Reserves, the State Securities Commission and the Academy of Finance; and the Government's reports on thrift practice and combatting waste in 2019.

The NASC will give opinions on the submission to the NA for its approval of the EU-Vietnam Free Trade Agreement (EVFTA); the EU-Vietnam Investment Protection Agreement (EVIPA); and the accession to Convention No.105 concerning the Abolition of Forced Labour by the International Labour Organisation.

The committee also expects 2.5 working days to consider several issues (if eligible) such as the draft Law on Residence (amended); the NA’s draft resolution on Da Nang City’s development until 2030 with a vision to 2045; the NA’s draft resolution on agricultural land use tax exemption; the NA’s draft resolution on solving a number of problems during the implementation of the Land Law; the Government’s draft decree on amending and supplementing a number of articles of the Government's Decree No. 63/2017/NĐ-CP dated May 19, 2017 that defined a number of specific financial and budget mechanisms and policies concerning the capital city of Hanoi.

In addition, the NASC deputies will discuss and decide upon the formation of three provincial-level towns in Thanh Hoa, Phu Yen and Binh Dinh provinces; the implementation of the NASC’s Resolution No.468/NQ-UBTVQH14 and the proposal to use the remaining Government bond capital from the period of 2014-2016 which has been transferred to the 2016-2020 period’s source under the Resolution No.26/2016/QH14 to implement additional elements of some projects.

They are also scheduled to deliberate the transfer of the medium-term public investment plan during the 2016-2020 period and each year for the three-storey torus-shaped project at the Hue - Da Nang intersection, from the Ministry of Transport to the Da Nang municipal People’s Committee.
