PM consolidates national committees on e-government, sustainable poverty reduction

The Prime Minister has signed two separated decisions to strengthen the structure of the National Committee on E-Government and the National Steering Committee on National Target Programme on Sustainable Poverty Reduction during the 2016-2020 period.

Under Decision No. 701/QĐ-TTg, PM Nguyen Xuan Phuc is Chairman of the National Committee on E-Government and his two deputy chairmen are Deputy PM Vu Duc Dam and Minister of Information and Communications Nguyen Manh Hung.

The committee is tasked with researching and making a proposal to the Government and the PM on guidelines, strategies, mechanisms and policies to create a legal environment to promote the development of e-government towards a digital government, digital transformation, digital economy and smart cities in Vietnam, as well as facilitating the realisation of the fourth Industrial Revolution in the country.

It also has the function of assisting the Government and the PM in directing the relevant ministries, agencies and localities in implementing objectives, tasks and solutions to build and develop an e-government towards a digital government, digital conversion and digital economy and smart cities, in addition to supporting the Government and the PM in coordinating, urging and inspecting the implementation of interdisciplinary strategies, programmes, mechanisms, policies, schemes, projects and natural solutions on construction and development of e-government, digital government, digital transformation, digital economy and smart cities in Vietnam.

Meanwhile, under Decision No. 700/QĐ-TTg, the PM decided to consolidate the National Steering Committee of the National Target Programme on Sustainable Poverty Reduction for 2016-2020, with Deputy PM Vu Duc Dam assuming the role as chairman of the Steering Committee and Minister of Labour, Invalids and Social Affairs Dao Ngoc Dung as the deputy head.

The National Steering Committee has the task of assisting the PM in directing and coordinating the relevant ministries, agencies and localities in resolving issues related to mechanisms and policies in order to realise the poverty reduction objectives, including researching and proposing directions, 5-year plan, annual plan, tasks, solutions and funding needs to achieve poverty reduction objectives; directing the ministries and agencies in formulating, perfecting and guiding relevant mechanisms and policies as well as concentrating resources for extremely difficult areas to achieve the goal of sustainable poverty reduction; and participating in developing and submitting proposals to the PM for approval as well as organising the implementation of the national target programme on sustainable poverty reduction in the 2016-2020 period.

The Steering Committee is also tasked with proposing mechanisms, policies and solutions to mobilise resources from both domestic and foreign enterprises, organisations and individuals to increase resources for the implementation of poverty reduction goals while urging, inspecting and evaluating the implementation of poverty reduction policies as well as proposing mechanisms and solutions to effectively implement the poverty reduction goals.
