Party Central Committee’s 13th plenum concludes

The 13th plenum of the 12th Party Central Committee (PCC) wrapped up in Hanoi on October 9, having completed all items on the agenda.

On behalf of the Politburo, Politburo member and Chairwoman of the National Assembly Nguyen Thi Kim Ngan chaired the closing session.

During five urgent and serious workdays, the committee raised the spirit of responsibility, discussed all issues in a democratic and frank manner and contributed many intellectual opinions to the various reports and projects.

The Politburo also acquired and explained all issues, hearing contributions from many differing opinions. The PCC unanimously passed the Resolution of the plenum.

Party General Secretary and State President Nguyen Phu Trong delivered the closing speech, in which he summarised the main results and contents discussed by the PCC; while at the same time analysing and clarifying a number of issues.

The Party chief said the Party and State should remain vigilant in the fight against the COVID-19 pandemic whilst sharpening its focus on policies and measures to restore business and production activities and regain growth momentum.

He urged the relevant authorities to concentrate on the disbursement of public investment capital, mobilise all available resources for economic development, and provide support to businesses and workers adversely affected by the pandemic.

Enterprises and local people need to be given favourable conditions to develop businesses and the domestic market, he said, adding that start-ups and innovation must be given a push.
Touching on the draft political report and draft reports on both socio-economic and Party building, he affirmed the necessity to build a strong, pure, and effective political system in addition to improving the Party’s leadership capacity.

A contingent of cadres must be built at all levels, especially the strategic level, with sufficient virtue, capacity, and prestige for their assigned tasks, the leader said, noting that they will be a decisive factor in national construction, development, and protection.

The country’s socio-economic situation in 2020, the socio-economic development plan for 2021, and personnel work for the 13th National Party Congress were also on the agenda.

The committee also worked to complete draft documents for submission to the 13th National Party Congress, introduced potential candidates for the positions of Minister of Science and Technology and Minister of Health, and thoroughly examined many major issues.
