Speaking at the congress, Vice President Thinh appreciated the VSS’s achievements in emulation movements in recent times, affirming that social insurance and health insurance are two important social policies, the main pillar of the social security system, contributing to social progress and equity.

The VP suggested that the sector continue to study, amend and complete the policy of social insurance and health insurance, and gradually expand coverage while implementing policies for participants of social insurance, health insurance and unemployment insurance should be in a timely and proper manner.

More attention should also be paid to building a flexible, diversified, multi-layered modern social insurance system and international integration according to the principles of payment-benefit, fairness, equality, sharing and sustainability.

She also urged the VSS to continue step up the reform of administrative procedures and increase the application of information technology; improve state management efficiency; renovate and improve service quality for participant; and develop the sector in a streamlined, professional, modern, reliable and transparent manner.

The VSS should focus on promoting emulation movements associated with building a clean and strong Party, the VP noted, adding that patriotic emulation should be attached to the implementation of the Politburo’s Directive 05-CT/TW on accelerating the study and following of Ho Chi Minh's ideas, ethics and style.

On the occasion, a number of collectives and individuals from the VSS received Certificates of Merit from the Government for their outstanding achievements in the patriotic emulation movement during the 2015-2020 period.
