Party Central Committee’s 9th plenary session proves continued innovation in Party leadership

The freshly concluded Party Central Committee’s 9th plenary session continues to show the spirit of innovation in the Party's leadership over the personnel work and other key tasks.

The 9th plenary session of the 12th Communist Party of Vietnam (CPV) Central Committee wrapped up in Hanoi on December 26 after two working days.

In the personnel work, the personnel planning is the opening stage, having extremely important meaning, ensuring that personnel work will be in order and with vision that meets both short and long term requirements. In this term, the personnel work has been deployed in a fundamental, methodical and stricter manner than before, with regular reviews to timely detect violations or ineligible positions to remove from the planning, while bringing into full play the responsibilities and competence of relevant Party committees and leaders of units in the introduction of personnel to the planning at strategic level.

Speaking at the opening session, Party General Secretary and State President Nguyen Phu Trong emphasised: "It must be very careful in the implementation of personnel planning, ensuring the principles of democratic centralism and the Party's regulations on personnel work. Cadres must be truly sincere, objective and absolutely not biased in selecting unqualified people, especially those with signs of degradation of political ideology, ethics and lifestyle, or with "self-evolutions", "self-transformation", deviate views and corruption.”

Thoroughly grasping that spirit, the Party Central Committee conducted votes on candidates planned for the CPV Central Committee for the 2021-2026 tenure on the basis of thorough research and discussion on a report prepared by the Politburo.

The vote of confidence for leaders in the Party, State, Fatherland Front and political-social organisations is a new and correct policy that the Party has set out and has won support from a large number of officials, Party members and the people. At this session, the Politburo organised a vote of confidence for comrades under the Politburo and the Secretariat, thereby helping them to take self-revision on themselves, to adjust and strive constantly to improve their capacity and meet the requirements of the assigned tasks, and at the same time, helping the Politburo to have more information to assess, arrange and use officials.

The vote was carried out in a democratic, objective and sincere manner, thus strengthening solidarity and unity in the Party. The result of the confidence vote once again shows the sense of responsibility and the objective attitude in the evaluation and trust of the Party Central Committee towards the Politburo and Secretariat members. The result also shows the high solidarity and unity in the Party Central Committee.

The Party Central Committee approved the report to review the leadership and direction of the Politburo and the Secretariat in 2018, affirming that the Politburo and the Secretariat are a solid leading collective that are always steadfast the Party's ideals, keeping abreast of the Party's views and the practical situation in order to have timely guidelines and correct decisions, thus boosting the Party's leadership to lead the entire people in overcoming difficulties and challenges, accomplishing important achievements in all aspects of domestic and foreign affairs. The Party Central Committee also pointed out the limitations and shortcomings of the Politburo and the Secretariat in leadership, while welcoming the Politburo and the Secretariat’s serious criticisism about what has not been done yet.

The Party Central Committee also implemented the discipline of Tat Thanh Cang, member of the Party Central Committee and Standing Deputy Secretary of Ho Chi Minh City Party Committee. With that case, from the beginning of the 12th term to now, in less than three years more than 60 officials under the Party Central Committee’s management have been disciplined - an unprecedented number.

Continuing the disciplinary spirit without "forbidden zones", without exception, for of the strictness of Party discipline, the supremacy of the State's laws, the cleanliness, strength and prestige of the Party and the will of the people, there is much work to do in the coming time - that is the affirmation of the Party chief and the State leader, Nguyen Phu Trong. That affirmation also strongly rejects the wrong conspiracies and arguments of sabotage forces aimed at misrepresenting legitimate deeds to provoke and divide the Party.

The 9th plenary session of the 12th Party Central Committee has been successful with the imprint of continuing to innovate the Party's leadership method on personnel planning work and other key tasks. Promoting the achievements in 2018 and from the beginning of the term until now, all the Party, the people and the army volunteer are to unite to resolutely implement the socio-economic development tasks in 2019 and the following years, to achieve and exceed the objectives set by the 12th National Party Congress’s Resolution.
