An important preparatory step for Party congresses at all levels towards 13th National Party Congress

After nearly three days of working hard, seriously and responsibly, the 10th plenum of the Central Committee concluded on May 18, during which the Central Committee reviewed, discussed and agreed on the guiding principles and orientations to complete the outlines and formulate the drafts of the documents to be presented at the 13th National Party Congress.

Although these documents are only preliminary draft outlines, they are an important initial step which provides guidance for the quality preparation of the documents to be presented at the 13th National Party Congress and Party congresses at all levels.

Highly valuing the preparation of the sub-committees, the Central Committee essentially agreed with the draft outlines of the reports and emphasised that the documents to be presented at the National Congress must reflect the will and strength to rise up of the entire Party, people and armed forces in the new development period; must make objective assessments, evidence-based predictions of the opportunities, advantages, difficulties and challenges; and correctly identify the major guidelines and policies to ensure the successful implementation of comprehensive and synchronised reform, national construction, development and defence in the short term and with a long-term vision.

The plenum discussed in a democratic manner and gave instructions on the preparation of Party congresses at all levels towards the 13th National Party Congress. The Central Committee contributed many specific and relevant ideas on the Politburo’s documents, considering this as a key task that needs to be promptly implemented in the spirit of continued reform in a practical, effective and democratic manner in tandem with maintaining the Party’s principles and disciplines, while ensuring the strengthening of solidarity and enhancement of the leadership and combat capacity of Party organisations and members.

The 10th plenum of the Central Committee concluded successfully and was an important preparatory step for Party congresses at all levels towards the 13th National Party Congress.

In his closing speech, General Secretary and President Nguyen Phu Trong requested that the Central Committee’s resolution should be understood thoroughly and that the draft documents for the 13th National Party Congress should be quickly completed so that they could be presented to the Central Committee at the 11th plenum at the end of the year.

He also called for the proper implementation of the Politburo’s directive on the organisation of Party congresses at all levels towards the 13th National Party Congress, as well as the implementation of the plans and programmes set out for 2019-2020, thus striving to successfully realise the resolution of the 12th Party Congress.
