Preparing and working towards the 13th Party Congress

After five working days with great urgency and a high level of responsibility, the 14th plenum of the Party Central Committee has concluded successfully.

The meeting discussed, agreed and decided on many important issues: receiving the feedback of Party congresses at all levels, the National Assembly, the Vietnamese Fatherland Front, socio-political organisations, officials, Party members and the public to the draft documents to be presented to the 13th Party Congress; introducing candidates for the Politburo and Secretariat of the 13th tenure; the draft election regulations, the working regulations of the 13th Party Congress and a number of other important issues.

With regards to receiving feedback to fine-tune the documents to be presented to the 13th Party Congress, the meeting reached a strong consensus on making final amendments to the documents.

Speaking at the closing session, General Secretary and President Nguyen Phu Trong praised Party congresses at all levels for actively contributing to the documents, while thanking senior revolutionaries, National Assembly members, the Vietnamese Fatherland Front, socio-political organisations, officials, Party members and Vietnamese people both at home and abroad for their valuable and constructive ideas and high sense of responsibility towards the Party, people and country.

The documents for the upcoming Party Congress had been prepared thoroughly and undergone many rounds of edits with substantial and substantive improvements over the previous editions. Such documents underline the combination between theory and reality, steadfastness and reform, inheritance and development, on the basis of promoting maximum democracy, sincerely listening to the feedback of the people, officials and Party members, selecting and consulting constructive and responsible ideas, a crystallisation of the wisdom and creativity of the entire Party, people and armed forces.

With regards to reviewing the leadership and instructions of the Central Committee, Politburo, Secretariat of the 12th tenure, the plenum agreed that during the past five years, as Vietnam has faced a great deal of difficulties and challenges, the Central Committee, Politburo and Secretariat have always introduced suitable policies to deal with the various issues on socio-economic development, national defence, security, external relations and the construction of Party and the political system.

Such organisations have led the entire Party, people and armed forces to overcome all challenges, promote comprehensive reform, bring into play the strength of national solidarity, organise the implementation of the 12th Party Congress resolutions with significant achievements, laying the foundation for the upcoming term.

The results recorded during the term of the 12th Party Congress are important in not only acting as the fulcrum for the coming years but also creating new confidence and spirit for the entire Party, people and armed forces to overcome challenges and take advantage of opportunities to bring the country to a new period of more prosperous development. The Central Committee also pointed out a number of drawbacks in the leadership and instructions of the Central Committee, Politburo and Secretariat.

The Central Committee discussed in a democratic fashion and voted with high consensus on the nominees for the 13th tenure Politburo and Secretariat.

The meeting reached consensus on adopting the programme, content and time of the 13th Party Congress, and adopted the draft working regulations and election regulations to be presented to the 13th Party Congress for decision.

The Central Committee also gave their opinions on a number of other important reports.

The 14th plenum of the Central Committee concluded with great success and was highly significant in relation to the preparations for and successful organisation of the 13th Party Congress.
