The article, titled “Some theoretical and practical issues on socialism and the path towards socialism in Vietnam”, has attracted attention both at home and abroad.

Over the past 30 years, Vietnam has been successfully developing a renewal path necessary to regularly review and absorb the results of the development process. In the process of implementing Doi Moi (Renewal), the CPV has always proved to be creative, not dogmatic and stereotypical. Not only the political, economic and social fields are being renewed, but first of all, it is the CPV, the political organisation that is leading this process, that is also undergoing a major renewal.

Dr. Evgeny Kobelev said that the General Secretary’s article answers many questions relating to Vietnam's modern development. The CPV considers as one of its main tasks constantly improving the socialist-oriented market economic system, considered a very fundamental and creative theoretical breakthrough of the CPV, making an important contribution to the theoretical treasure of Marxism-Leninism.

The Russian expert emphasised that the Party General Secretary had clearly and deeply analyzed the requirements for building socialism in Vietnam. The CPV has drawn the necessary lessons from the collapse of the Soviet Union, properly assessing this is not a failure of socialism in general, but only of the Soviet model.

The leadership of the CPV derives from objective reality that there can be many models of socialism. The CPV has constantly made important decisions to develop socialist democracy and ensure the people’s right to mastery.

As a result, people's awareness of their rights and obligations, and their the ability to own and participate in administrative management has become more and more solid. Dr. Evgeny Kobelev also expressed his admiration for the Party chief’s analysis on the nature of capitalism, as well as the perception that the current crises cannot be resolved thoroughly within the framework of capitalism.

Regarding the future development of Vietnam, Dr. Evgeny Kobelev said that thanks to the right policies, Vietnam is overcoming its crises and is considered one of the countries with the most stable political regimes in the Asia-Pacific region. Analysing what is happening in Vietnam, the Russian expert affirmed that the process of building “Vietnamese socialism” receives strong support from the people. Looking at Vietnam's positive changes in all aspects, it can be seen that the CPV continues to raise the banner of being the vanguard contingent leading national renewal and modernisation.

Dr. Evgeny Kobelev emphasised that there is no political force that opposes the development and consolidation of the traditional friendship and cooperation between the peoples of Vietnam and the Russian Federation. The Vietnam - Russia Comprehensive Strategic Partnership has clear prospects, everything depends on the political will of the leaders as well as coordination activities between the two countries, in terms of politics, economics, military - technology, culture, and education, and so on.
