Leaders congratulate Latvia on 103rd Independence Day

President Nguyen Xuan Phuc and Prime Minister Pham Minh Chinh have extended their congratulatory greetings to Latvian counterparts Egils Levits and Arturs Krisjanis Karins, respectively on the occasion of the 103rd anniversary of Latvia’s Independence Day (November 18, 1918 – 2021).
