Politburo backs protection of dynamic and innovative officials

The Politburo has issued a conclusion endorsing the policy of encouraging and protecting the dynamic and innovative cadres who work for the common good.

The conclusion was made after reviewing the Central Commission for Organisation’s scheme on building mechanisms to encourage and protect officials who dare to take responsibility for their innovative ideas and actions.

Within the conclusion, the Politburo endorses officials who come up with solutions that are not in line with current regulations but produce substantive effect and make positive contributions to common development.

The experiments must be reported to the leadership of their workplace and be approved to be piloted by the agencies concerned, ensuring that they are not contrary to the Constitution or the Party Charter.

The Party organisations, committees and leaders must create the most favourable conditions for cadres to implement their ideas, and should support them by removing difficulties and promptly rectifying any wrongdoings.

When such projects fail to meet or only partially meet the set targets, resulting in losses, the agencies concerned must make an impartial judgement.

The cadres in charge can have their responsibilities exempted or commuted if their actions are inspired by transparent motives for the common good.

Those with innovative ideas and actions that produce positive results should be commended and promoted, the Politburo concluded.
