Party’s determination, people’s expectations

The 4th Plenum of the 13th Party Central Committee (PCC) unanimously approved the promulgation of a new regulation on things that Party members are not allowed to do along with a conclusion on continuing to promote the implementation of the 12th Party Central Committee’s Resolution No.04 on Party building and rectification.

In addition to Regulation No.32-QD/TW, which wasrecently promulgated by the PCC on functions, tasks, powers, working regimes and working relationships of the Central Steering Committee for Anti-Corruption, the Party has once again strongly affirmed its determination to prevent and combat corruption and negative acts, with a focus on fighting against deterioration in political ideology, morality, and lifestyle among cadres, party members, civil servants and public employees.

The Party’s political determination is in line with its tasks in the new situation, while at the same time meeting the expectations of cadres, party members and people for a clean, strong political party and an integrity political system.

Through this plenum and especially the direction of the Party General Secretary, cadres, party members and people continue to believe and expect breakthroughs in the journey of cleaning up the Party, building a contingent of leaders and managers at all levels, especially at the strategic level, who are qualified, capable and reputable on par with their task. The people’s confidence was built and consolidated on the basis of proven results over the two terms of Party building and rectification.

With very high political determination and synchronous solutions, it is clearly demonstrated that the fight against “internal enemies” is increasingly effective. During the term of the 12th National Party Congress, the Party left a strong mark with its efforts to clean up the internal affairs. By November 2020, Party committees at all levels had disciplined 1,329 party organisations and 69,600 party members, including three Politburo members, one former Politburo member, 23 members and former members of the PCC, and 22 high-ranking officers, among others.

“Non-stop” is the guiding viewpoint of the PCC, headed by the Party General Secretary before tasks that the PCC considers to be important, regular, urgent, difficult and complicated. With seven meetings of the PC’'s Inspection Commission since the 13th National Party Congress, it can be seen that the fight against corruption and negativity has never decreased or “cooled down”. Right before the 4th Plenum of the 13th PCC, the Secretariat decided to implement disciplinary measures against the Standing Board of the Party Committee of the Vietnam Coast Guard in the 2015-2020 tenure and a number ofindividuals for their violations.

Looking at similar judgments and numbers mentioned above, many opinions expressed both joy and concern. It is glad to see that the Party has been determined to expel cadres and party members who can’t retain their bravery and qualities. But it is also worrying because deterioration in political ideology, morality, and lifestyle has been identified at all levels, all sectors and fields, with increasingly sophisticated manifestations, and increasing damage levels.

At this meeting, the PCC affirmed that the degradation in political thought, morality and lifestyle, manifestations of “self-evolution” and “self-transformation” has both objective and subjective causes, in which the main cause is subjective, originating from individualism, unstable ideological stance, as well as a lack of responsibility and obligation to the Party and the people, etc.

As directed by the General Secretary, the awareness must be mature, the thought must be clear, the determination must be great, and the method must be right. In addition, the high unity from the PCC will promote more synchronous and drastic solutions in order to effectively implement the PCC’s resolutions and conclusions adopted at the plenum.

However, there will be no radical solution if cadres and party members, especially those holding position do not clearly recognise their responsibilities and obligations or underestimate the value of self-respect and lose themself.
