Tenth National Party Congress mobilises all resources to bring country forward

The 10th National Party Congress took place in Hanoi from April 18 to 25, 2006 with the participation of 1,176 delegates representing over 3.1 million Party members to review the implementation of the previous congress’ resolution, sum up two decades of Doi Moi (renovation) and devise a plan on developing the country in the five following years.

Based on scientific analysis, the congress evaluated the country’s historical achievements after 20 years of Doi Moi and highlighted five lessons learned from the process: being consistent to the target of national independence and socialism; conducting comprehensive and synchronous innovation with results inherited from the previous period and appropriate steps and approaches; innovating for people’s interests, leaning on people and promoting their creativeness and active role; promoting the internal strength, taking advantage of external forces and combining national and international resources; and renewing and improving the Party’s leading method.

The congress identified key tasks for the five following years, including elevating the Party’s leading capacity, promoting national strength, comprehensively enhancing Doi Moi and mobilising and utilising all resources for national industrialisation and modernisation; developing the culture; implementing social advancement and equality; strengthening national defence and security and expanding external relations; proactively conducting international economic integration; maintaining socio-political stability; bringing the country out of the less-developed status as soon as possible; and creating a foundation for turning Vietnam into a modern industrialised country by 2020.

In terms of economics, the congress decided to improve the socialism-oriented market economy; develop the economy with various ownership forms and many economic components in which the State-owned sector plays a key role; and turn State-owned and collective sectors into firm foundations for the economy. Economic goals would be combined with social targets nationwide in each field and locality while social advancement and equality would be realised in every development policy and step to create a stronger and more sustainable stimulus for socio-economic development. The country would also develop and improve the quality of an advanced Vietnamese culture imbued with national identities in a closer and more synchronous linkage with socio-economic development to make cultural values absorbed in all aspects of the social life. Meanwhile, socio-economic development would be accompanied with strengthened national defence and security on the basis of all potential promoted.

The congress also affirmed the consistent foreign policy of independence, self-reliance, peace, co-operation, development, openness, multi-lateralisation and diversification of international relations, affirming that Vietnam wants to be a reliable friend and partner of all countries in the international community and actively take part in regional and international co-operation in order to create favourable international conditions to boost Doi Moi, promote socio-economic development and national industrialisation, modernisation, construction and defence, and to make contributions to the fight of people around the world for peace, national independence, democracy and social advancements.

In addition, the Party determined they would focus on building and elevating its leadership and capacity; construct a strong and transparent political system and a mechanism for the socialism-governed State to ensure that all powers belong to people in a unification and collaboration among legislative, executive and judicial bodies. It also aimed to strengthen the Party politically, ideologically and organisationally with complete unity and closeness to people, a scientific leading method and eligible staff and Party members to fulfill key tasks which are vital to the Party and people’s revolutionary cause.

The 10th congress elected the Central Committee of 160 full and 21 alternate members. The Central Committee’s first session elected the 14-member Politburo and eight-member Secretariat. Comrade Nong Duc Manh was re-elected as the Party General Secretary. The Central Committee’s ninth session convened from January 5-14, 2009 and elected one more comrade to the Politburo and two more comrades to the Secretariat.
