President listens to HCM City voters’ opinions after NA’s fifth session

President Tran Dai Quang announced the outcomes of the fifth session of the 14th National Assembly (NA), while collecting and clarifying the opinions raised during his meeting with the voters in Ho Chi Minh City’s Districts 1, 3 and 4, on June 19.

Welcoming the significant results of the NA’s fifth sitting, the local voters put forward their ideas concerning the newly adopted Law on Cyber Security, applauding the NA’s decision to delay the time for consideration and approval of the Law on Special Administrative-Economic Units, especially the contents that need to be carefully reviewed before being put on the agenda in the next session.

They recommended that the NA should pay greater attention to widely publicising the important draft bills ahead of its sitting, so that the people would be able to examine them and contribute the required ideas. The voters also touched on the fight against corruption, the handling of organisations and individuals concerned in corruption cases, and educational reforms.

Answering the voters’ queries with regards to the Law on Special Administrative-Economic Units, President Quang hailed the law as a great policy of the Party, serving the objective of building breakthrough institutions and superior incentives. The policy aims to create a development driver for special zones and a spillover effect to other economic regions and the entire country, thus contributing to the rapid and sustainable development of the national economy, in association with ensuring independence, sovereignty, national defence and security.

During the compilation of the draft law, the drafting agency made serious and careful preparations, while collecting contributory opinions from ministries, sectors, localities, experts in various fields, NA deputies, voters and the people, as well as studying international experience, including both success and failure in building special zones, in order to apply the law in accordance with the reality of the country, he said.

With regards to the ideas on the Law on Cyber Security, the State leader said that the building of the law is a common concern of many countries, aiming to make the optimal use of utilities and minimise the negative impacts of cyber technologies.

The Law on Cyber Security, scheduled to take effect on January 1, 2019, will contribute significantly to creating a legal corridor, aiming to meet the requirements of the cyber security work in safeguarding national security and securing social order and safety, he stated.

In terms of the anti-corruption fight, President Quang affirmed the Party and State’s consistent policy of persistently, resolutely and effectively combating corruption, aiming to prevent and eliminate corruption based crimes which are threatening the survival of the regime.
