Administrative reform must make people’s satisfaction the top goal: Deputy PM

Quang Nam should improve the quality of surveys and measurement of locals’ satisfaction toward its public administrative reform, while making the satisfaction of local people and organisations the top goal in their service provision.

The requirement was made by Politburo member and Deputy Prime Minister, Truong Hoa Binh, during a meeting with the key leaders of the central province regarding public administrative reform (PAR), on July 29.

Reports delivered by the local authorities at the meeting showed that Quang Nam clearly identifies administrative reform as a breakthrough for the province, focusing on “three reductions”, including reducing procedures, time and costs, especially through removing mechanisms, policies and procedures related to "hot" areas, such as land use, construction, civic status, support for policy beneficiaries and agriculture.

Quang Nam has approved a list of 801 administrative procedures under the jurisdiction of local departments that need to be cut. It established a concentrated public administration centre to receive and handle 1,351 administrative procedures under the jurisdiction of 17 local departments and three central agencies in the locality.

In addition, it maintains and promotes effective models on accelerating administrative reform, such as sending staff to carry out the issuance of identity cards for the elderly and people with disabilities at their homes, and returning results via the postal system for those in distant locations.

Thanks to the above measures, its provincial competitiveness index increased in 2017, ranked 7th out of all 63 provinces and cities nationwide, up three places from 2016. Its performance index of provincial governance and public administration in 2016 and 2017 were also among the group with the highest average scores.

Speaking at the meeting, Deputy PM Binh, who is also Head of the Government PAR Steering Committee, highly praised the achievements obtained by the local authorities in PAR in 2017 and the first half this year.

He suggested that Quang Nam improves the quality of construction and issuance of legal documents, urging the specialised local agencies to not add more administrative procedures in the process of building legal documents.

The government senior official also asked the province to accelerate the renovation, reorganisation and consolidation of the streamlined administrative structure to enhance their effective operation, while promoting decentralisation in procedure settlement that is closely linked with effective streamlining policies.

It is necessary to step up communications and ensure people's rights to access information to create a public consensus on the implementation of local PAR objectives, the Deputy PM stressed.
