Implementing resolutions, conclusions and regulations of PCC’s eighth plenum in a drastic and effective fashion

After five days of urgent, serious, democratic and responsible sitting, the eighth plenum of the 12th Party Central Committee (PCC) has fulfilled all of the contents of the envisaged agenda.

The conference discussed and commented on the socio-economic and finance-state budget situation in 2018, and the plans for socio-economic development and finance-state budget in 2019; the ten-year implementation of the resolution adopted at the fourth plenum of the 10th PCC on the Vietnam Marine Strategy up to 2020; regulations on the responsibility for setting example of Party members and officials, especially Politburo members, members of the PCC’s Secretariat and the PCC; the establishment of subcommittees to prepare for the 13th National Party Congress; and several issues on personnel work and a number of other important issues.

The PCC noted the positive and comprehensive changes in the socio-economic situation in the first nine months of 2018, forecasting that all of the 12 planned targets could be reached by the end of the year, with eight of them exceeding the set plans. The growth rate continued to remain at a high level of between 6.6-6.8%, with the growth quality being increasingly improved; macroeconomic stability was maintained; and the major balances of the economy were basically ensured. The socio-cultural areas received more investment, generating many significant results and actively contributing to maintaining political stability, ensuring social order and safety, and improving the material and spiritual lives of the people. The fight against corruption, wastefulness and negative acts continued to be accelerated, achieving clear and concrete results, thus receiving applause and a lot of appreciation from cadres, Party members and the people. The security and defence strength was enhanced; political security, social order and safety were maintained; and a peaceful and stable environment for development was guaranteed. The external relations and international integration affairs were further strengthened and expanded, contributing to consolidating Vietnam’s prestige and position in the international arena.

The significant results achieved in 2018 are very encouraging and praiseworthy, creating new momentum, motivation and spirit for the fulfilment of the objectives and tasks set for 2019 and the 2016-2020 period. However, the PCC also pointed out a number of difficulties, challenges and potential factors that could adversely affect national development, macroeconomic stability, and the control of inflation, security and social order.

The committee set out the main objectives, tasks and measures to implement the socio-economic development plan in 2019 and prepare for the next few years.

The PCC reached a high consensus on the assessments of the outcomes of the implementation of Resolution 09, and unanimously agreed to issue a new resolution on the strategy for sustainable development of the sea-based economy to 2030 with a vision to 2045, aimed at developing Vietnam into a strong sea nation meeting the criteria on sustainable development. The resolution features the goals of promoting a green sea-based economy, forming the marine ecological culture, proactively responding to climate change and rising sea water, preventing the trend of polluted and degraded marine environment, rehabilitating and preserving important marine ecosystems, combating coastal slides and sea erosion; and making scientific and technological advances and new technologies become the factors facilitating sustainable marine development.

Regarding the Party building work, the PCC reached a high consensus on the release of regulations on the responsibility for setting examples of Party members and officials, especially Politburo members, members of the PCC’s Secretariat and the PCC. The promulgation and effective implementation of these regulations will have huge contagiousness and create strong transformations within the entire Party and political system, contributing to strengthening the trust of cadres, Party members and the people in the PCC, the Politburo and the PCC’s Secretariat.

The PCC decided to establish five sub-committees to prepare for the 13th National Party Congress, which will take charge of the congress’s documents, socio-economic issues, Party statutes, personnel matters, and organisational work.

With 100% of the votes, the PCC introduced General Secretary Nguyen Phu Trong as a candidate for the post of State President in accordance with the Constitution and the current law. The Politburo, the PCC’s Secretariat and the PCC agreed that General Secretary Nguyen Phu Trong is the most ideal person for the Party, the PCC, the Politburo and the PCC’s Secretariat, who has great reputation both at home and abroad, and is qualified for the post of President. The introduction of General Secretary Nguyen Phu Trong to the National Assembly to be elected as the State President will facilitate the leading and running work of the Party and State. The move is also in accordance with the situation and context of the Party and the country at present. The General Secretary is the most exemplary candidate in terms of morality and intellectuality of the entire Party, receiving high trust and confidence in the Party, as well as a high consensus among the people, and is the most suitable plan in the current situation, ensuring stability and no disturbance.

The eighth plenum of the 12th PCC came to a positive conclusion. In his closing remarks, General Secretary Nguyen Phu Trong urged each PCC member to focus on their work to effectively implement the session’s resolutions, conclusions and regulations, contributing to the fulfilment of the country’s socio-economic development goals in 2018 and the following years.
