He lauded efforts made by the localities in implementing the socio-economic strategy, saying they have paid attention to social welfare, educational, cultural and sport development, and environmental protection during economic development.

Their development policies have been better aligned with the market economy, he said, highlighting changes in rural, mountainous and urban areas as compared with ten years ago, along with maintained national defence and security in the localities.

He, however, pointed out bottlenecks in these localities regarding law enforcement, cumbersome apparatus, and problems in policies, reform and decentralisation.

The PM required the localities to report on the application of new production models with high efficiency, along with bottlenecks and outstanding problems in development.

He urged participants to make recommendations on adjusting mechanisms that can facilitate higher growth.

PM Phuc said outcomes of the working session will serve as a foundation for the sub-committee to complete the draft socio-economic development strategy for 2021-2030 and the 2021-2025 socio-economic development plan, to be submitted to the Party Central Committee for consideration.
