Kazakhstan’s lower house leader begins official visit to Vietnam

Chairman of the Mazhilis (lower house) of the Parliament of Kazakhstan Nurlan Nigmatulin led a delegation of the Parliament of Kazakhstan to begin an official visit to Vietnam on November 13 at the invitation of Chairwoman of the National Assembly (NA) Nguyen Thi Kim Ngan.

His entourage includes Chairman of the Mazhilis’s Committee on Foreign Affairs, Defence and Security Mukhtar Yerman, who is also head of the Kazakh parliamentarians’ group for cooperation with the Vietnamese NA; Secretary of the Mazhilis’s Committee on Agricultural Issues Zheksenbay Duisebayev; Secretary of the Mazhilis’s Committee on Finance and Budget Tatiana Yakovleva, who is also member of the Kazakh parliamentarians’ group for cooperation with the Vietnamese NA; and Kazakh Ambassador to Vietnam Yerlan Baizhanov; among other senior officials.

Chairman of the Mazhilis (lower house) of the Parliament of Kazakhstan Nurlan Nigmatulin was born in 1962 in Karagandy. He graduated from Karagandy Polytechnic Institute, with a PhD in political science.

From 1985-1990, he was First Secretary of the Leninist Young Communist League (Komsomol) of Kazakhstan, deputy head of the Department of Komsomol organizations of the Central Committee of Youth of Kazakhstan, secretary and first secretary of the Karagandy Lenin Regional Committee of Youth of Kazakhstan.

From 1990-1999, he served as Chairperson of the Committee of youth organizations of Kazakhstan, President of the Kazakh-American Joint Venture “Tengri”, State inspector, deputy head of Organizational-Control Department of the Executive Office of the President of the Republic of Kazakhstan.

From 1999 - 2002, he was deputy Akim of Astana.

From 2002 – 2009, he was Vice-minister of transport and communications of the Republic of Kazakhstan, Deputy head of the Executive Office of the President of the Republic of Kazakhstan, and Akim of Karagandy oblast.

From 2009 – 2012, he was First deputy Chairperson of the People’s Democratic Party “Nur Otan”.

From 20 January 2012 to 3 April 2014, he was chairperson of the Mazhilis of the Parliament of the Republic of Kazakhstan of the Fifth Convocation, head of the faction of the People’s Democratic Party “Nur Otan” in the Mazhilis of the Parliament of the Republic of Kazakhstan.

From 3 April 2014 to 21 June 2016, he was head of the Executive Office of the President of the Republic of Kazakhstan.

On 22 June 2016, he was unanimously elected as Chairperson of the Mazhilis of the Parliament of the Republic of Kazakhstan of the Sixth Convocation.
