Ten notable events of Hanoi in 2019

1. The National Assembly adopted the resolution on a pilot project to build an urban administration model in Hanoi.

On November 27, at its eighth sitting, the 14th NA passed a resolution on piloting the urban administration model in Hanoi (Resolution No.97/NQ-QH14). This is an important basis for the city to continue improving the efficiency of the political system, streamlining the payroll, rearranging the apparatus, and improving the quality of state management in 177 wards across the districts and Son Tay provincial-level town in the city.

2. The Party and political system building work in Hanoi achieved many outstanding achievements.

Identifying the year 2019 as “a year of improving the efficiency of the political system’s operation”, the Hanoi Municipal Party Committee continued to enhance the comprehensive implementation of the Party building work, regularly focusing on building a clean and strong political system. The campaign to study and follow President Ho Chi Minh’s ideology, morality and style has been enhanced, in association with the implementation of the Resolution No.4 of the 11th and 12th Party Central Committee.

The city has drastically implemented the Director No.15-CT/TU on “strengthening the leadership of the Party committees at all levels in the reception of citizens and the settlement of complaints and denunciations in Hanoi City”; as well as Resolution No.15-NQ/TU on “building clean and strong Party grassroots organisations and consolidating weak Party committees; resolving complicated issues of political security, social order and safety in the communes, wards and towns of Hanoi”. The implementation of the Directive and Resolution, which were issued by the Hanoi Municipal Party Committee, has created social stability and consensus among the people to fulfill the political missions. The authorities have streamlined and consolidated the organisations and apparatus of the agencies under the political system in a streamlined, effective and efficient manner, with clearly defined functions and tasks.

3. Hanoi’s economy witnessed highest growth since the beginning of the term, while the city led the country in investment attraction.

Hanoi’s gross regional domestic product (GRDP) was estimated at 7.62% in 2019, achieving the set plan and reaching its highest growth since the beginning of the term. Its local budget revenue is expected to reach VND264.7 trillion (over US$11.45 billion), accounting for 10.6%. The investment and business environment has been continuously improved. Development investment capital is estimated to increase by 12.9%, higher than the plan of 10.5% - 11%. Notably, the year 2019 is the second consecutive year that Hanoi leads the country in attracting foreign investment, with a total of US$8.05 billion, the highest over the past 30 years.

The number of visitors to the capital city reached 28.945 million this year, an increase of 10.1% year-on-year, including 7.025 million foreign tourists (up 17%). The City’s tourism sector earned VND103.812 trillion (over US$4.5 billion), up 34% over the previous year.

4. The city gained many important achievements after ten years of building new-style rural areas.

After ten years of implementing the national target programme on building new-style rural areas and the Hanoi Municipal Party Committee’s Programme No.02-CTr/TU on “developing agriculture, building new-style rural areas and improving farmers’ lives”, the development of agriculture and rural areas and improvement of farmers’ lives have gained positive results, including three targets exceeding plans two years ahead of the set goals. So far, 6 districts and 356 communes have been recognised as new-style rural areas. The value of agricultural production reached VND259 million (over US$11,207) per hectares per year.

5. Foreign affairs have been further strengthened and the city coordinated with relevant agencies to organise the second DPRK-US Summit.

The city’s leaders visited and worked with over 40 provinces and cities around the country to enhance the cooperation in the spirit of “Hanoi for the whole country, the whole country for Hanoi”. The relations between the capital city and neighbouring nations, big countries and important partners have been improved. Hanoi signed over 10 international agreements, while receiving over 204 diplomatic delegations, leaders of international corporations and businesses.

The city’s authorities closely coordinated with central ministries and agencies to make good preparations to successfully fulfill its role as the host of the second DPRK-US Summit on February 27-28, 2019. The event left a good impression of a city of peace, hospitality, dynamics, renovation and integration in the eyes of international friends.

6. Hanoi joined UNESCO Creative Cities Network

On October 30, the General Director of UNESCO signed a decision to designate 66 cities around the world, including Hanoi, as members of the organisation’s Creative Cities Network. The event has brought about favourable conditions for the city to affirm its brand and promote its image in all fields of cultural creativity, while helping Hanoi to become a creative capital in Southeast Asia and a destination of knowledge and creativity in the world.

7. The social welfare achieved notable results

The city achieved the target of poverty reduction two year earlier than the set goal for 2016-2020 and strived towards the target of ‘basically no poor households’. The Hanoi Municipal People’s Council issued the Resolution No.04/2019/NQ-HDND dated July 8, 2019, regulating several specific policies on supporting those who are unable to escape from poverty and helping households to stabilise their lives after overcoming the poverty. In 2019, 15,382 households in the city have escaped from poverty, reaching 433.5% of the plan. In addition, nine districts no longer have poor households (according to the Government’s multi-dimensional poverty line).

8. Hanoi’s educational sector continued to develop and lead the country, and the International Mathematics and Science Olympiad was successfully held in the capital city.

Hanoi’s educational sector continued to lead the country as gaining numerous achievements, especially 155 national awards (14 first, 47 second, 56 third and 38 consolation prizes), 287 international prizes and medals (78 gold, 84 silver and 95 bronze medals, along with 30 consolation prizes).

The city successfully hosted the annual International Mathematics and Science Olympiad for Primary School – IMSO, which saw the participation of over 1,700 competitors from 24 countries and territories. In both mathematics and science of Group A, Vietnam was the best delegation, with all 36 students bringing home medals, including 15 golds, 14 silvers and seven bronzes.

9. Hanoi’s sports developed strongly, significantly contributing to the overall achievement of Vietnamese delegation at the 30th SEA Games.

At the 30th SEA Games, among the total achievement of Vietnamese sports delegation (98 gold, 85 silver and 105 bronze medals), Hanoi contributed 34 gold (accounting for 34.69%), 27 silver and 25 bronze medals, exceeding the target of 30% to the total medals. That is a favourable premise for Hanoi, along with other localities, to host SEA Games 31 and Para Games 11 in 2021.

10. Political security, social order and safety were guaranteed; and the city defensive area exercise was organised successfully.

The traffic safety and urban order has been changed positively. The fire prevention and fighting, and search and rescue activities have been strengthened. Hanoi has firmly grasped the situation to prevent disturbance, terrorism and sabotage activities; as well as absolutely protected all key areas and important events in the city.
