Hanoi authorities determined to boost capital city’s faster and more sustainable development

Overcoming a range of difficulties and challenges, the Hanoi Municipal Party Committee achieved important results during its 2015-2020 term, creating a premise for the capital city to develop in a more rapid and sustainable manner in the coming period.

In an interview with Nhan Dan Online, Politburo member cum Secretary of the Hanoi Municipal Party Committee Vuong Dinh Hue has shared about specific views, goals and solutions to boost the city’s socio-economic development during the 2020-2025 term.

Q: The 17th Hanoi Party Congress for the 2020-2025 term was a success, thus offering a strength and encouragement to the Party, government and citizens in the capital city. With the determination to quickly bring the Resolution of the Municipal Party Congress to life, what specific directions has the city’s Party Committee delivered up to now?

A: With a strategic vision, the 17th Hanoi Party Congress has set out the goal that by 2025, the Party cell would develop further to have stronger leadership capacity, high combat strength and a clean, strong and typical political system, as well as to quickly and sustainably develop the capital city into a green, smart and modern urban area with high competitiveness in the country and the region. The congress also gave specific and highly quantitative figures that the industrialisation target will be basically realised by 2025, with per capita income reaching from US$8,300 to 8,500.

The congress’s resolution also specifies 20 main targets to achieve by 2025. In which, many tasks and targets are set high, requiring the participation of the whole Party cell with great determination from the beginning of its new term. Some typical targets can be named, such as achieving an average GRDP growth rate of 7.5% to 8% during 2021-2025 period, the proportion of the digital economy in GRDP at about 30%, the rate of communes meeting the standards of new rural area construction accounting for 40%, and the new rural commune model accounting for 20%. To concretise the resolution, the congress proposed five major orientations and key tasks, 14 groups of solutions and three important breakthroughs, including giving the priority to modernise, quickly develop and synchronise the socio-economic infrastructure system; continuing to perfecting institutions, mechanisms and policies; strengthening law enforcement; improving the efficiency of social governance and urban management; basically completing the construction of e-government towards a digital government; and promoting the values of Hanoi’s culture and people to become of great spiritual worth and an important resource for the development of the capital city.

In addition, on the basis of eight working programmes from the previous tenure, the Hanoi City Party Committee will issue 10 new others for its new17th term in the first quarter of 2021. In which, there are three new programmes aimed at focusing on urban development associated with the urban economic development, promoting innovation and developing a system of social security, as well as improving social welfare. This shows the determination of the city’s Party Committee to building the capital into a comprehensive developed city, with better care for the citizens’ lives.

Immediately after the congress, the Hanoi Party Committee urgently consolidated its organisational apparatus, assigned duties for the members of the Standing Committee, and issued the full-course action programme to serve as the foundation for implementation of such tasks. The Party Committee also thoroughly disseminated the resolution of the congress to all officials, Party members and all classes of the city’s population in order to create a consensus from awareness to action, as well as serving the monitor of the resolution implementation.

Q: The document of the 17th Hanoi Party Congress clearly states that Hanoi will strive to compete with cities in the region and the world. So what is the city's priority to achieve this goal?

A: With the typical cultural tradition, as a place for talents to gather, and with the "City for Peace" title, as well as being a member of the UNESCO Creative Cities Network, Hanoi has great potential and ability to further enhance its position, comparable to many other capitals and economic-creative centres of the world and the region. In the near future, the city will discuss and issue a resolution on the development of the cultural industry, in which identifying factors for its cultural and human development as an important breakthrough and endogenous resource for sustainable development. Hanoi's economic development must also be based in culture. Therefore, Hanoi will focus on boosting cultural industry. In addition, the city will have its own projects on urban embellishment, urban modernisation, urban economic development, night-time economic development and shared economic model. Hanoi wants to become the leading centre in ASEAN in digital transformation, cybersecurity and artificial intelligence, as well as a leading centre of commerce to create more vitality for the capital's economy.

Q: In 2021, it is forecast that there will be more difficulties because of the unpredictability of the COVID-19 epidemic. Can you tell what solutions the city has proposed to accomplish the set targets?

A: The top goal is to continue to effectively prevent and fight against the COVID-19 epidemic. At the same time, it aims to regain the momentum of growth associated with improving the quality of growth and economic restructuring, while the budget revenue must not be lower than 2020, with the growth rate of gross regional domestic product (GRDP) at about 7.5%, and also to ensure social security in all conditions, strengthen planning construction and management, and boost urban development in association with the urban economic development and enhanced new rural area construction. In order to successfully realise these important goals, the city’s authorities at all levels must be proactive and flexible in directing, administering and leading the task implementation. The city’s government will focus on realising requirements set under the theme for 2021, that is "Discipline, responsibility, action, creation, development", meaning that all the local sectors and each agency, unit, organisation and locality must increase administrative discipline and raise the sense of responsibility and efficiency of public service performance by officials and Party members, especially the responsibility to set the example for others to follow by the head of each unit. Goals and solutions are in place, now it is the time for the whole city to act together, thereby realising the set goals and creating an important premise for the capital city to develop strongly in the coming period.
