Acconsistent message delivered by National Assembly Chairman Vuong Dinh Hue at many multilateral and bilateral parliamentary forums in 2023 is that in every stage of development of each country, the National Assembly and parliamentarians, with their legislative, supervisory and enforcement roles, have always been a pioneering force in efforts to reform laws, institutions and international integration.

The Ninth Global Conference of Young Parliamentarians, held in Hanoi in mid-September 2023, was a great success. It was a milestone marking the largest international event of the year, with the participation of more than 500 young parliamentarians and delegates from 65 member countries of the Inter-Parliamentary Union (IPU) and representatives of international organisations.

The conference highlights were the spirit of determination and high unity and the adoption of a Declaration on “The role of young people in promoting the implementation of the Sustainable Development Goals through digital transformation and innovation”. This was the first time a Global Conference of Young Parliamentarians had issued a conference declaration.

More importantly, future legislative leaders focused on extensive discussions to clarify contemporary issues and human development trends of interest to voters and global youth, including digital transformation, innovation and entrepreneurship, to promote respect for cultural diversity towards sustainable development.

In the atmosphere of democracy and openness, international delegates and young Vietnamese delegates said that, in the current context of deeper international integration, the role of cultural diversity is increasingly important. The acceptance, respect and promotion of cultural diversity contribute to strengthening dialogue among the civilisations, as well as increasing the understanding and mutual respect among countries and peoples.

With a topical theme oriented towards the future of sustainable development globally, many IPU leaders and international delegates did not hesitate to praise when evaluating the Conference. They said it “surpassed far from expectations and broke many records” and “Vietnamese people are great!”. Through the management of the agenda and meeting and sincere and friendly exchanges with NA Chairman Vuong Dinh Hue and leaders of the Vietnamese NA, IPU President Duarte Pacheco, IPU Secretary-General Martin Chungong, IPU Board of the Forum of Young Parliamentarians Dan Carden, and President of the Bureau of Women Parliamentarians Cynthia Lopez Castro, all agreed that after the wonderful experience eight years ago, when Vietnam hosted IPU-132 in Hanoi, the Conference affirmed the Vietnamese NA, with very active and proactive role, brought successes beyond expectations!

National Assembly Chairman Vuong Dinh Hue requested that the IPU Secretariat and IPU member parliaments spread the results of the ninth Global Conference of Young Parliamentarians at the UN’s 2023 SDG Summit, which took place in New York in September.

Having the honour of accompanying foreign trips of the National Assembly’s leader over the past year, we and our colleagues working at other press agencies felt the appreciation of thousands of politicians, diplomats, scholars, political consultants, international economists as well as overseas Vietnamese, lecturers, and students of famous universities and academic centres for their profound statements and analysis, and the forecasts of Professor Vuong Dinh Hue, Chairman of the National Assembly.

Recently, on the threshold of New Year 2024, National Assembly Chairman Vuong Dinh Hue delivered an impressive speech at Chulalonkorn University, Udon Thani Rajabhat University in Thailand. In 2023, at the Havana Convention Palace in Cuba, the Vietnamese top legislator led a high-ranking National Assembly delegation to attend and deliver a speech at the special plenary session of the 10th NA of the People’s Power of Cuba.

The topics of foreign and economic policies between Vietnam and other countries were also presented directly at the Institute for Political and International Studies under Iran’s Ministry of Foreign Affairs, the Foreign Service Academy of Bangladesh, Bulgaria’s University of National and World Economy, the Foreign Policy Community of Indonesia, Argentina’s Ministry of Foreign Affairs, International Trade and Worship, and many other international forums.

The National Assembly Chairman shared that Vietnam is regarded as an exemplary story of national unity, striving to succeed amid the negative impacts of profound changes in the region and the world. Within that process, Vietnam has identified the people as the centre, subject and main driving force in the cause of national construction and defence.

Emphasising that Vietnam will work together with other countries for a brighter and more prosperous future, the Vietnamese National Assembly leader recalled a proverb that “If you want to go fast, go alone. If you want to go far, go together.” In that spirit, Vietnam has identified the important role of parliamentary diplomacy, bringing its soft power into play to further deepen the friendship and cooperation between Vietnam and other countries as well as its partners.

At the end of the Year of the Cat, at Dien Hong Hall, Vietnamese ambassadors in several strategic areas gave speeches highlighting the impressive results of the visits of National Assembly Chairman Vuong Dinh Hue and NA Vice Presidents, which made important contributions to promoting Vietnam’s relations with other countries, opening up many areas of cooperation, highly appreciated by leaders of regional and world organisations, Government leaders, National Assembly/Parliament of countries and overseas Vietnamese.

Although he regularly chaired the year-end National Assembly session with a very busy calendar, right on the eve of the celebration of Vietnamese Teachers' Day, he returned to visit teachers and students at the Academy of Finance, where he could meet his teachers, colleagues, and students of many generations. The NA Chairman had studied and taught here for 23 years, is a K12 student, and was formerly Vice Principal of the University of Finance-Accounting.

Attending the meeting were many generations of teachers and students from the university. NA Chairman Vuong Dinh Hue emphasised that talent is the nation's vitality, and human resources are the most important and decisive resource for university development. And there should be breakthrough policies at the country's major centres for “attracting talents, cultivating humanity, perfecting personality, and developing human resources”.

In his speech to thousands of students and trainees, the Chairman of the National Assembly gave an emotional reading of the inspirational poems of the previous generation and sent them to today's young generation amid endless applause.

“Tieng trong tuu truong moi buoi ban mai
Lai theo ta len duong ra tran
Duong Truong Son, duong vui bat tan

Nho con duong len lop buoi dau tien
Dong sua nuoi ta, dong sua me hien
Dang, Bac cho ta trai tim dung cam
Doi canh thay cho, doi canh dieu ky

Hoc tro cua thay lop lop ra di
Nhu bay chim toa khap mien dat nuoc
Khuon mat tro, thay nho sao het duoc
Nhung hinh dang thay ai cung mang theo…”

(The sound of drums welcomed the students back to the schools. The sound of drums followed the footsteps on the way to war, on the Truong Son road.

 We will always remember the way to class for the first day. Mother's milk nourishes us. The Party and Uncle Ho help us have brave hearts. Teachers are the one who give us all the knowledge regarding our education.

 Many batches of students went to war like flocks of birds spreading across the country. The image of the teacher will forever be engraved in the heart of every student.)
