The plan aims to publicise the water resource inventory targets (for the first time) in inter-provincial river basins and on the national scale on the basis of accurate, synchronous and timely inventory information and data.

Inventory data on water resources, exploitation and use of water, and discharge of wastewater into water sources is important for the State management of water resources, planning, regulation and allocation of resources, serving as a basis for perfecting policies and laws on water resources and formulating and adjusting strategies, master plans and plans on exploitation, use and protection of water resources, towards ensuring water resource security, socio-economic development and national digital transformation as well as providing online public services in the field of water resources.

The plan also set specific targets to obtain the first inventory indicators of water resources, water exploitation, use and discharge of wastewater into water sources, as well as develop software to manage, update and exploit national water resource inventory data and publish the results of water resource inventory.

The master plan is also set to develop contents, estimates and detailed plans to carry out an inventory of water resources on the national scale, ensuring feasibility, efficiency, and synchronous implementation.

Software for managing, updating and exploiting water resource inventory data will be developed to ensure connection with the national database of natural resources and environment and digital transformation; building the forms, processes and methods of inventory; and training, transferring and guiding the use of software, and inventory guidance.
